Short answer
Yes, multiple agents can use one WhatsApp Business number when it runs on the WhatsApp Business API. The API has no agent seats of its own: messages reach your software through webhooks, so a shared inbox can route each conversation to any number of agents. Customers still see one business name and one conversation.
How it works
On Cloud API, every incoming message arrives at your webhook and every reply is an API call. A shared inbox sits in between, so the number of agents depends on that software, not on WhatsApp.
- Connect the number to a shared inbox through the API.
- Set assignment rules: by queue, language, skill or round robin.
- Let a chatbot answer first and hand over to a human with the history.
- Use tags and internal notes so agents do not repeat questions.
App vs API for teams
With Meta's Business app onboarding (coexistence), one number can run on both: the app supports up to four companion devices (not WhatsApp for Windows or Wear OS) while the API serves the team inbox.
| WhatsApp Business app | WhatsApp Business API | |
|---|---|---|
| Agents | Staff on the phone app and its linked devices | Set by your inbox software |
| Assignment and reporting | No | Yes, in the inbox |
| Chatbots and integrations | Basic automated replies | Full API and webhooks |
Rules that still apply
All agents share the same 24-hour customer service window. If an agent replies after it closes, they need an approved template. OmniChannels.ai's Omni Inbox gives one thread per customer with agent assignment and tagging, and its chatbots hand over to human agents.
