WhatsApp Coexistence: Use the Business App and API Together
Coexistence lets one WhatsApp number run on the Business app and the Cloud API. What syncs, what stops working, the 20 per second cap and coexistence vs migration.
By OmniChannels.ai Editorial Team ยท Reviewed by BroadNet Messaging Solutions Team
Short answer
WhatsApp coexistence is a Meta onboarding path that lets a business keep using the WhatsApp Business app on its phone while the same number is also connected to the WhatsApp Business Platform (Cloud API). It is set up through Embedded Signup by a provider, needs a minimum app version, syncs up to about six months of chat history and caps throughput at 20 messages per second. Some app features stop working.

Key takeaways
- Coexistence means the same phone number works in the Business app and on the Cloud API at once, so a team can answer in the app while automation and campaigns run through the API.
- Meta's documentation lists WhatsApp Business app version 2.24.17 or higher, onboarding by a Solution Partner or Tech Provider through Embedded Signup, and history of up to 180 days that can be synchronised.
- Numbers used with both the app and the API have a fixed throughput of 20 messages per second, and group chats, broadcast lists and some app features are not carried over.
- Messages sent from the app stay free; messages sent through the API are billed at API rates under Meta's pricing.
- Coexistence suits small teams that want to start automating without losing the app; a full migration suits high volume, many agents or features the app cannot provide.
This guide is for small and mid-size businesses that run customer chats on the WhatsApp Business app and now want templates, campaigns, chatbots or a CRM link without giving up the phone. It explains what coexistence is, what Meta's documentation says about it, what you gain and lose, and how it compares with moving the number fully to the API.
What is WhatsApp coexistence?
Coexistence is a Meta setup in which one phone number works on the WhatsApp Business app and on the WhatsApp Business Platform (Cloud API) at the same time. Meta's documentation calls it "onboarding WhatsApp Business app users".
Before coexistence, a number registered on the Business app had to be deleted from it before it could be registered on the API. That meant losing the app, and often the chat history. Coexistence removes that forced choice for eligible numbers: your team keeps chatting on the phone, while a provider connects the same number to the API.
How does coexistence work?
A provider onboards your existing app number through Embedded Signup, the same Meta flow used for new API numbers. Meta's documentation sets out the steps from the provider's side, and you approve each one on your phone.
- Check eligibility. The number must already be on the WhatsApp Business app, version 2.24.17 or higher according to Meta's documentation.
- Start Embedded Signup with a Solution Partner or Tech Provider and choose to connect an existing Business app number.
- Link the number by following the prompts on the phone to confirm the connection.
- Choose whether to share chat history. If you decline, Meta sends the provider an error code to signal that; you can still use the number.
- History and contacts sync. The provider has 24 hours after onboarding to start the history sync, or the customer must offboard and repeat the flow.
- Go live on the API. Templates, campaigns, bots and integrations now send through the Cloud API, while the app remains usable.
Meta notes that each message sent from the app triggers a webhook to the provider, so the provider's inbox can show app-sent messages in the same thread. Your provider needs to support this; ask whether theirs does.
What syncs and what stops working?
Chat history, contacts and one-to-one messaging carry over, while several app features are disabled or unavailable. The table follows Meta's feature comparison and is worth checking against your daily routine.
| Item | What Meta's documentation says |
|---|---|
| Chat history | Messages from the most recent 180 days (about 6 months) can be synchronised, in phases, if the business agrees |
| Media in history | Media asset IDs are sent only for media from within 14 days of onboarding |
| Contacts | Contacts with a WhatsApp number can be synchronised |
| Group chats | Not synchronised, and not supported on the API |
| Broadcast lists | Existing lists become read-only; new ones cannot be created |
| View-once and disappearing messages | Disabled for one-to-one chats |
| Live location | Disabled for one-to-one chats |
| Voice and video calls | Not supported |
| Business tools such as catalog, labels, quick replies and greeting or away messages | Listed as not supported |
| Linked devices | Up to four companion devices; WhatsApp for Windows and WearOS are not supported; existing companion apps are unlinked at onboarding |
The practical effect: if your team lives in labels, quick replies and broadcast lists, plan to rebuild those routines in your provider's inbox and campaign tools. Our guide to WhatsApp broadcast explains how API campaigns replace broadcast lists.
How fast can you send with coexistence?
A coexistence number has a fixed throughput of 20 messages per second. Meta explains the limit as keeping the API compatible with the Business app.
For most businesses that is ample. At 20 per second, 10,000 messages take about 500 seconds, a little over eight minutes, if everything else allows it. Quality rating, messaging limits and template approval still apply on top; read messaging limits and quality rating. A company planning very large sends should compare this ceiling with a full API number.
What does coexistence cost?
Messages sent from the Business app remain free, and messages sent through the API follow Meta's per-message pricing by category and market. Meta also states that a customer service window opens only when a WhatsApp user messages the business after onboarding, and app messages do not open or affect API windows or pricing.
Rates and rules change, so we do not print them here. Use Meta's pricing documentation, our WhatsApp pricing by country and the pricing calculator.
Coexistence or full migration: which should you choose?
Choose coexistence if you want to keep the app as your main working tool while adding automation. Choose a full migration if you have many agents, large volumes or need features the app cannot offer.
| Question | Coexistence | Full migration to the API |
|---|---|---|
| Keep using the phone app? | Yes, for one-to-one chats | No; agents work in the provider's inbox |
| Throughput | Fixed at 20 messages per second | Not limited by that ceiling |
| Chat history | Up to 180 days can sync | Back up chats you want to keep before moving |
| Group chats, broadcast lists | Not carried over | Not available on the API |
| Multiple agents | Limited by app devices (four companions) | Agents work in a shared inbox with assignment and tags |
| Setup effort | Low, but needs eligibility and provider support | Higher; number must be deleted from the app first |
| Switching later | Disconnect from the app; Deregister API does not apply | Provider-to-provider migration is documented |
Our articles on API vs Business app, choosing a business phone number and migrating a number between providers cover the full-migration side. The number rules for a new setup are in how to set up the API.
Who is coexistence for, and who should skip it?
Coexistence fits a business that already has an active Business app number and customers who know it, and wants to add automation without a hard switch. Typical cases are clinics, salons, small shops and consultancies with a few staff answering on phones.
It is a poor fit when you need any of the following:
- High-volume campaigns. The fixed 20 messages per second ceiling applies to the number.
- Many agents with roles. The app allows a limited set of linked devices, while a shared inbox gives assignment, tagging and reporting. See shared inbox for WhatsApp, Instagram and email.
- Group chats or calls on the same number. They are not supported on the API side.
- A provider that cannot receive app-sent message events. Without them, the inbox shows only half of each conversation.
What should you check before onboarding?
Run through this list with your provider before you start. It takes ten minutes and avoids a failed attempt.
- Is the number on the WhatsApp Business app, not the standard app?
- Is the app updated to at least the version Meta currently requires?
- Is the phone active and used regularly, so inactivity does not disconnect it?
- Does the provider support coexistence and the app-sent message events?
- Do you accept that broadcast lists become read-only and group chats are not synchronised?
- Have you decided whether to share chat history, and who will see it in the provider inbox?
- Is the Facebook account of the admin who will approve the signup available?
- Are opt-ins recorded for the contacts you will message by template?
If any answer is no, fix it first or consider a new number for the API. The API readiness checklist covers the documents Meta may request for business verification.
How do you leave coexistence?
You disconnect the account from the phone. Meta documents Settings, Account, Business Platform, Disconnect Account as the route, and says the Deregister API cannot be used for numbers in use with both the app and the API.
A disconnect can also happen without you choosing it. Meta lists inactivity reasons: the primary phone inactive for about 14 days, or a companion device inactive for about 30 days. Open the app regularly if you rely on coexistence.
Worked example: a Kuwait City dental clinic
"Salmiya Smiles" (synthetic) has two receptionists on one WhatsApp Business app number. They want automatic appointment reminders and a booking assistant, but the receptionists like answering on the phone.
- The clinic asks its provider whether the number can onboard through coexistence and confirms the app is on a supported version.
- It agrees to share six months of history so staff can see earlier chats in the provider inbox.
- Reminders go out as approved utility templates through the API; replies reach the receptionists in the app and in the inbox.
- They rebuild their quick replies as saved templates and stop using broadcast lists, which are now read-only.
- Six months later, with four receptionists and a second branch, they plan a full migration to a shared inbox.
What are the common mistakes?
- Assuming every number is eligible. Eligibility depends on the app version and on your provider's setup. Ask first.
- Missing the 24-hour sync window. Start the history sync straight after onboarding.
- Letting the phone go idle. Prolonged inactivity can disconnect the number.
- Forgetting consent. Sending templates through the API needs opt-in. See opt-in and consent.
- Expecting bulk speed. The 20 messages per second ceiling is fixed.
How OmniChannels.ai helps
BroadNet is an official Meta Business Solution Provider, and we onboard WhatsApp numbers through Meta's Embedded Signup. Whether your number can connect with coexistence depends on its eligibility, so ask our team whether it can onboard this way. If not, we help you migrate the number fully to the API or register a new one, including business verification and display name requests, and give you the Omni Inbox for agents. Frequently asked questions
What is WhatsApp coexistence?
Coexistence lets a business use one phone number on both the WhatsApp Business app and the WhatsApp Business Platform at the same time. Meta calls it onboarding WhatsApp Business app users. The business keeps one-to-one chatting on its phone while a provider connects the number to the Cloud API for templates, campaigns, chatbots and integrations.
Which WhatsApp Business app version do I need for coexistence?
Meta's developer documentation lists WhatsApp Business app version 2.24.17 or higher for business customers. It must be the Business app, not the standard consumer app. Meta can change requirements, so confirm the current minimum in Meta's documentation or with your provider before you start onboarding.
Does coexistence sync old chats and contacts?
Meta's documentation says messages from the most recent 180 days, about six months, can be synchronised, in phases, and that contacts can be synchronised. Group chats are not synchronised. Both syncs can be started once per onboarding, and the business can decline to share history. Media asset IDs are sent only for recent messages.
Is there a message limit with coexistence?
Yes. Meta states that business numbers in use with both the Business app and the Cloud API have a fixed throughput of 20 messages per second to remain compatible with the app. That suits most small businesses, but a large broadcast will take longer than on an API-only number, so plan campaign sizes accordingly.
Do I pay for messages sent from the Business app under coexistence?
Per Meta's documentation, messages sent from the Business app remain free, while messages sent through the Cloud API are billed at Cloud API pricing. Messages in the app do not open customer service windows or change API pricing. Check Meta's current pricing page, as rates and rules change.
Can OmniChannels.ai connect my number through coexistence?
Coexistence depends on the provider's setup and on your number's eligibility, so we do not promise it for every number. Ask our team whether your number can onboard this way. If it cannot, we can help you migrate the number fully to the API or register a new one.
