Short answer

For the WhatsApp Business API use a number you own, with a country and area code, that can receive an SMS or a voice call. Short codes are not supported. Meta recommends mobile numbers; landline, toll-free and virtual numbers can work when they can receive the verification code, usually by voice call. A number already in use on WhatsApp must be deleted first, unless it is a WhatsApp Business app number connected through coexistence.

Key takeaways

  • Meta requires that the number is owned by you, has a country and area code, can receive voice calls or SMS, and is not a short code.
  • Mobile numbers are the recommended type; for landline, toll-free and virtual numbers Meta rates SMS codes as not recommended and voice codes as standard.
  • A number in use on WhatsApp cannot be registered until it is deleted, except WhatsApp Business app numbers that you connect through coexistence.
  • A new business portfolio can register two business phone numbers; verification or reaching a messaging limit of 2,000 raises the cap to 20.
  • Keep the number in your own name and portfolio, because a number you do not control cannot be recovered, migrated or verified by you.

This guide is for the person choosing a phone number for the WhatsApp Business API. It lists which number types Meta accepts, how the verification code reaches you, what to do if the number is already on WhatsApp, how many numbers a business can register and how to keep control of the number. Meta's rules change, so confirm them in the linked developer pages.

Which phone number can you use for the WhatsApp Business API?

Use a number that you own, that has a country and area code and that can receive an SMS or voice call. Meta also says the number must have scaled capabilities and that short codes are not supported.

The four conditions from Meta's phone number documentation are:

  1. Owned by you. The number should belong to your business, not to an agency or an employee.
  2. Country and area code. It must be a full international number, so short codes are out.
  3. Able to receive voice calls or SMS. This is how the verification code arrives.
  4. Scaled capabilities. Meta lists this as a requirement without further detail in the page we reviewed, so ask your telecom provider or our team if unsure.

The WhatsApp Business Platform treats each number as a business phone number linked to one WhatsApp Business Account. A number is not a login or a team seat: all your agents share it through the inbox. Our setup guide shows where the number fits in onboarding.

Can you use a landline, toll-free or virtual number?

Often yes, provided it can receive the registration call. Meta recommends mobile numbers and rates the other types as follows.

Number type SMS code (Meta's rating) Voice code (Meta's rating) Notes
Mobile Standard (recommended type) Standard Easiest route
Landline (fixed line) Not recommended Standard Request the code by voice call
Toll-free (freephone) Not recommended Standard Request the code by voice call
Virtual (VoIP) Not recommended Standard The provider must support international SMS or calls for OTPs
Number behind an IVR (1-800 style) Not covered Must accept international calls Can be registered if the registration call reaches you
Pager Not supported Not supported
M2M / IoT SIM Not recommended Not recommended

For virtual numbers the practical risk is that a provider blocks inbound international codes. Test an inbound international call before you start, and keep the number active after registration.

How do you receive the verification code?

You request a code by SMS or by voice call, then submit the code you receive. Meta's documentation says phone numbers must be verified using a code sent by SMS or voice call.

In the API this is two calls: a request-code call with code_method set to SMS or VOICE and a language, then a verify-code call with the code. If the number is already verified, the request-code call returns HTTP 400 with error code 136024, so check the verification status first. If you onboard with Embedded Signup, the screens do this for you.

Tips for a clean verification:

  • Use a SIM or line that is in your hands when you start.
  • For a landline, have someone near the phone and request the voice option.
  • If you use an IVR, make sure the call can reach a human or an extension that reads the code.
  • Keep two-step verification in mind: Meta requires a PIN when you register a business phone number, and you need it later to change the PIN or delete the number. Store it in your password manager.

What if the number is already on WhatsApp?

A number already in use with WhatsApp cannot be registered unless it is deleted first. Meta's documentation states this, and also says a banned number must be unbanned through the appeal process before registration.

You have three options:

Option When it fits What you give up
Use a new number You want a clean separation Customers must learn the new number
Delete the number from the WhatsApp account, then register it You no longer need the chat history on that app The old chats; back up first
Connect a WhatsApp Business app number through coexistence You want to keep using the Business app alongside the API Some app features change (see below)

For coexistence, the business uses Embedded Signup with a provider, and Meta's documentation describes these effects: the business keeps using the Business app, companion apps are unlinked at onboarding, group chats are not synchronised, existing broadcast lists become read-only, and up to six months of chat history can be synchronised. Messages sent from the app stay free. Meta requires a minimum version of the Business app, so check the current requirement before you start.

If you are moving a number that is already on the API from one provider to another, that is a migration rather than a new registration. See migrating a WhatsApp number between providers.

How many phone numbers can one business register?

A new business portfolio can register two business phone numbers. Meta's documentation says the cap rises to 20 when the business is verified or reaches a messaging limit of 2,000.

Messaging limits are set at portfolio level and shared by all numbers in the portfolio, so one number can use the whole capacity in a period. When you plan multiple numbers, for example sales, support and billing, think about what each does:

  • one number per market, so the country code looks local;
  • one number per brand, with its own display name;
  • one number for marketing and another for service, which makes quality easier to read.

Every number needs its own display name; see the display name guide. Raising the cap is one reason to complete business verification. Check your portfolio's current cap in Business Suite.

Are there country considerations?

Yes, mostly in how numbers look and who can receive the verification call. Pick a number that matches the market you serve and check that your provider can deliver codes to it.

  • Local vs foreign numbers. A UAE-based business can register a +971 number; a business serving Saudi customers can register a +966 number if it holds one. Some customers trust a local number more.
  • Formatting. Meta notes that for Brazil and Mexico the Cloud API may add an extra prefix to numbers, which is treated as normal behaviour. Always store numbers in E.164 format; our phone number formatter validates them.
  • Telecom rules. Local rules on who can hold or rent a number can differ by country. Ask your telecom provider and the regulator rather than assuming a foreign or virtual number is allowed.

Our market pages explain the local context, such as WhatsApp in the UAE and WhatsApp in Saudi Arabia.

How do you keep ownership of the number?

Keep the number registered in your company's name, with your own business portfolio as the owner of the WhatsApp Business Account. If a provider holds the number in its name, you cannot move it, recover it or prove ownership.

  • Buy or keep the number from a telecom operator under your company name.
  • Keep the portfolio under your admin accounts, with at least two admins.
  • Store the two-step PIN in a shared password manager.
  • Only a business portfolio admin can delete a business phone number, and Meta does not allow deletion if the number sent paid messages in the last 30 days.
  • Do not let a provider reassign a number you rely on without a written plan.

Embedded Signup, which BroadNet uses, creates the account under your Meta assets from day one.

What are the common mistakes?

  • Using a personal SIM. A number a staff member leaves with is hard to recover.
  • Choosing a short code or a premium line. Short codes are unsupported.
  • Starting verification without the phone at hand. Make sure someone can read an SMS or answer the voice call when you request the code.
  • Ignoring the existing WhatsApp account. The number must be deleted or connected through coexistence first.
  • Registering through a virtual provider that blocks international SMS. Use voice or choose another number.
  • Forgetting the cap. Plan a verification before you need the third number.

Worked example: a Jeddah retailer

"Waha Market", a synthetic grocery chain, wants one support number and one marketing number. Its support team already uses the Business app on the shop's mobile, and marketing has a landline from the head office.

The team connects the shop's Business app number through coexistence with a provider, accepting that broadcast lists become read-only, and registers the landline by voice call. Both numbers are in the company's name and sit in one portfolio with two admins. They apply for verification before the third number is needed, since a new portfolio is capped at two. Each gets a display name with the brand and the department.

How OmniChannels.ai helps

OmniChannels.ai onboards WhatsApp Business API numbers through Meta Embedded Signup, so the number, portfolio and display name sit under your own Meta assets. BroadNet is an official Meta Business Solution Provider, and our team prepares the number registration, business verification and display name with you; approval decisions stay with Meta. Use the WhatsApp API readiness checklist to test your number, then book a demo. Verification codes by call are related to the voice API page.

Frequently asked questions

Can I use a landline number for the WhatsApp Business API?

Yes, if it meets Meta's requirements: you own it, it has a country and area code and it can receive a voice call. Meta rates SMS codes to landlines as not recommended and voice codes as standard, so request the code by voice call. Test the call in advance, because a landline that cannot take the registration call will fail.

Can I use a toll-free or virtual number?

Often yes, with conditions. For toll-free and virtual (VoIP) numbers Meta rates voice verification as standard and SMS as not recommended. Numbers behind an IVR can be registered but must accept calls from international numbers. A virtual number provider must support international SMS or calls for the code.

How do I receive the WhatsApp Business API verification code?

You request the code by SMS or by voice call, choosing the method and a language, and then submit the code you receive. A mobile number handles both methods in the standard way. For landline, toll-free and virtual numbers, voice is the reliable choice. Our team can run this with you during onboarding.

Can I use a number that is already on the WhatsApp app?

A number already in use with WhatsApp cannot be registered on the API unless it is deleted first, so back up chats you want to keep. The exception is a WhatsApp Business app number that you connect with coexistence through Embedded Signup, which lets the business keep using the app alongside the API.

How many phone numbers can one WhatsApp Business account have?

Meta caps a new business portfolio at two registered business phone numbers. The cap rises to 20 when the business is verified or reaches a messaging limit of 2,000. Messaging limits are shared by all numbers in the portfolio, so one busy number can use the whole allowance.

Can I still call and text from the number after registering it?

Yes. Meta says a registered number can still be used for everyday purposes such as calls and text messages, but it can no longer be used with the ordinary WhatsApp app. Voice and SMS verification codes still arrive on the number, so keep it active.
