Short answer

First find out which problem you have: a warning, a temporary restriction, an account lock, a permanent disablement or just a paused template. For the WhatsApp Business Platform, open Business Support Home in Meta Business Suite or Business Manager, select the messaging account, choose the violation and click Request Review. Meta says decisions typically take 24 to 48 hours, and an appeal can be unchanged or reversed, so never assume it will succeed.

Key takeaways

  • A ban, a restriction and a paused template are different events with different fixes: Meta's enforcement ladder runs from a warning to 1 to 3 day template blocks, 5 to 30 day send blocks, an account lock and permanent disablement.
  • On the WhatsApp Business Platform you see violations in Business Support Home, in a banner in WhatsApp Manager, by email to Business Manager admins and through the account_update webhook.
  • To appeal, choose the violation in Business Support Home and click Request Review. Meta says a decision typically takes 24 to 48 hours and the outcome is Unchanged or Reversed. Not every spam violation can be appealed.
  • Error 131056 is not a ban: Meta defines it as too many messages from your number to the same recipient in a short time. Error 368 means the account is restricted or disabled for a policy violation.
  • Most enforcement traces back to messaging people who did not opt in, so consent, honest templates and a quality-first sending pattern are the real prevention.

This guide is for marketing managers, CX leads and developers whose WhatsApp number has stopped sending, or who want to make sure it never does. You will learn how to tell a ban from a restriction or a paused template, how to request a review, and how to change your sending so the problem does not return.

One caution first. Only Meta decides whether an account is restricted, restored or disabled, and no provider, agency or "recovery service" can overrule it. This article describes Meta's documented process. It cannot promise that an appeal will succeed.

What is the difference between a banned, restricted and paused WhatsApp Business account?

A ban or disablement is a permanent loss of the account, a restriction is a time-limited or indefinite block on sending, and a paused template affects only one template. Treat them as separate problems, because each has a different fix.

What you see What it means Where it applies Typical fix
Warning Meta describes the policy you violated before any block Messaging account Fix the cause; no appeal needed unless you disagree
Restriction of 1 or 3 days You cannot send marketing, utility or authentication templates, or add phone numbers Messaging account Wait, or appeal if you believe it is wrong
Restriction of 5, 7 or 30 days You cannot send any messages or add phone numbers Messaging account Wait, or appeal
Account lock Indefinite block on all messages; only an appeal can remove it Messaging account Appeal in Business Support Home
Permanent disablement Possible after repeated warnings and restrictions with no change by the business Messaging account Review only if the option is offered
Immediate offboarding For severe harm to users, such as scams or illegal drug sales Messaging account None documented
Template pause One template reached the lowest quality rating One template Wait, edit or unpause; see below

The day counts and the escalation order come from Meta's WhatsApp Business Platform policy and spam enforcement page. Meta also says accounts first receive a warning, and that excessive negative user feedback can lead to limits or offboarding.

How do I check which problem I have?

Open Business Support Home, because it lists every violation with the policy it relates to, any active restriction and the next steps. Do not guess from a failed send alone.

In Meta Business Suite or Business Manager, click All tools, then Business Support Home, and use Account Overview if needed. Each violation shows:

  1. A policy summary with a link to the policy.
  2. Allowed and disallowed examples.
  3. Active restrictions and what to do next.
  4. How to avoid a repeat.
  5. How to appeal.

Meta also notifies you in the Business Manager Notifications Center, with a banner in WhatsApp Manager, by email to Business Manager admins and through the account_update webhook. Keep admin email addresses current, because a restriction notice sent to an inbox nobody reads costs days.

If you manage the account through a provider, ask them to confirm which Business Manager and WhatsApp Business Account the violation sits on, and make sure at least one of your own people is an admin who receives these emails.

What do the error codes mean?

Codes in your send logs tell you the category of the failure, but only some of them mean enforcement. Meta's error code reference separates them clearly.

Code Meta's description Is it a ban?
368 The WhatsApp Business Account associated with the app has been restricted or disabled for violating a platform policy Yes, enforcement; read the policy enforcement page
131031 Account restricted or disabled for a platform policy violation, or Meta could not verify data in the request, such as an incorrect two-step PIN Possibly; check Health Status and Business Support Home
131048 Restrictions on how many messages can be sent from this phone number A limit, not necessarily a ban; check quality status in WhatsApp Manager
131056 Too many messages sent from your number to the same recipient in a short period No; wait before retrying to that recipient, others are unaffected
131049 Message not delivered to maintain healthy ecosystem engagement No; wait at least 24 hours before resending the template
130429 Cloud API throughput reached No; retry later or send less frequently

Several vendor blogs describe 131056 as a "phone number banned" error. Meta's own reference does not: it is a pair rate limit between your number and one recipient. Reading the code correctly can save you from panicking, or from appealing something that was never a violation. Our WhatsApp API error codes guide lists more of them.

How do I request a review of a WhatsApp Business restriction?

Request a review in Business Support Home: select the violation, click Request Review, add supporting details and submit. Meta says the decision typically arrives within 24 to 48 hours.

Step-by-step appeal

  1. Open Business Support Home in Meta Business Suite or Business Manager.
  2. Select the relevant messaging account.
  3. Choose the violation and click Request Review.
  4. In the dialog, enter supporting details and click Submit.
  5. The request moves to the In Review tab.
  6. Meta sends the decision through Business Manager. The violation is either Unchanged or Reversed.

Restricted or disabled accounts can still appeal or acknowledge issues. If a violation is reversed, the account returns to its previous status.

What to write in the supporting details

Meta does not publish a template, so treat these as practical suggestions:

  • State what you send, to whom, and how those people gave you their number (form, checkout, QR code, inbound chat).
  • Attach or describe the opt-in wording and where it appears.
  • If a template was misclassified, say which category it should be and what you changed.
  • Describe what you have changed since, for example removing a purchased list or adding a visible opt-out.
  • Keep it factual and short. Do not argue; show the fix.

Limits you should know about

Meta states that not all spam violations might be appealed. In that case you may need to wait until the restriction period ends. Use the formal request, and keep your evidence in one place.

Why do WhatsApp Business accounts get restricted?

Accounts are restricted for breaking the Business Messaging Policy, the Commerce Policy or the Business Terms, most often through unwanted messages. Meta also uses automated tools and human review to detect violations.

The policy gives the rules that matter most:

  • Consent. You may contact people only if they have given you their mobile number or username and agreed to receive messages. Honour requests to block or opt out, whether made on or off WhatsApp.
  • Honest communication. The policy says not to confuse, deceive, defraud, mislead, spam or surprise people.
  • Content. Messages must not contain offensive content such as sexually explicit material, and WhatsApp must not be used to facilitate criminal activity. Some regulated goods and services are barred, subject to the policy's regulated verticals section.
  • Templates and windows. Outside the 24-hour customer service window you can start conversations only with approved templates.
  • Automation. Automated replies are allowed, but you must provide an escalation path such as a human agent transfer, phone number, email or support form.

Enforcement ranges up to limiting or removing access, and for violations Meta may prohibit a business from future use of its products. Template misclassification is a named violation type, so sending promotional content in a utility template is a real risk. Our guide to template categories and approval shows how Meta separates them.

What happens when a template is paused?

A paused template cannot be sent until the pause ends, and repeated pauses disable it. This is a quality control on one template, not a ban on your account.

A template is paused when it reaches the lowest quality rating, shown as "Active - Low quality" in WhatsApp Manager or RED through the API. Meta documents the sequence:

Instance Result
First pause 3 hours
Second pause 6 hours
Third Template disabled

While a template is paused, the API rejects send attempts, you are not charged for the attempts and they do not count against your messaging limit. Halt any automated campaign that uses it and resume only when the status returns to Active. You get a WhatsApp Manager notification, an email and a message_template_status_update webhook.

After the pause the template unpauses automatically and its quality rating resets from the latest feedback; you can also unpause it manually in WhatsApp Manager. If you edit and resubmit a paused template, it goes back to In Review and cannot be sent until re-approved. Meta notes that a single paused template does not initially affect the phone number, but a business that repeatedly sends templates that reach low quality may eventually see the phone number affected.

Two practical lessons follow: pause the campaign when a pause happens, and rewrite the message instead of sending the same content again.

Is a messaging limit the same as a restriction?

No. A messaging limit is the number of unique people you can message outside a customer service window in a moving 24-hour period, set per business portfolio. A new portfolio starts at 250 and can scale to 2,000, 10,000, 100,000 and unlimited.

Meta's messaging limits page describes how to move up: verify your business, or send 2,000 delivered messages outside service windows to unique numbers within a 30-day period with high-quality templates. After that, automatic scaling moves you up when message quality is high and you used at least half your current limit in the last 7 days. It says nothing about limits as punishment, so do not confuse a low tier with enforcement. Our guide to messaging limits and quality rating goes deeper.

We have not described how and when a quality rating can lower a limit, because the pages we checked do not state it. Check WhatsApp Manager for your own status.

Does this differ on the WhatsApp Business app?

Yes. On the free WhatsApp Business app, enforcement happens on the account itself, and the options in the app differ from Business Support Home on the Platform. WhatsApp's business policy says it may limit or remove access to WhatsApp for Business, or limit the ability to send messages.

The app commonly shows a Request review option on the ban screen where a review is possible. If your screen does not offer one, the ban is not open to appeal through that route. Because app bans are often triggered by bulk or automated sending from a consumer-style account, the lasting answer is usually to move bulk and marketing traffic to the Business Platform, where templates, opt-in tracking and quality signals exist. Our comparison of the WhatsApp Business app and API explains when to move.

How do I prevent restrictions? A checklist

Prevention is mostly consent, honesty and pacing. Work through this list before every campaign.

  1. Record opt-in for each number: source, date and wording. Use the free opt-in consent generator to draft the wording.
  2. Show an opt-out in every marketing message and honour it everywhere, including requests made by chat.
  3. Pick the right template category. Promotions, offers and re-engagement are marketing, not utility.
  4. Segment. Send to people who engaged recently first, and keep irrelevant audiences out.
  5. Ramp gradually. A new list, new template or new number should start small. See how to send bulk WhatsApp messages without getting banned.
  6. Watch signals daily: template status, quality notices, blocks and reports, and account_update webhooks.
  7. Provide a human path. If a bot answers, give a clear route to an agent, as the policy requires.
  8. Use only official channels. Unofficial apps and scraping break the terms and risk the number.
  9. Keep admins reachable so notifications are read the same day.
  10. Stop a campaign immediately when a template is paused or feedback turns negative, fix the content and relaunch later.

Worked example: a Kuwait electronics retailer

"Souq Plus", a synthetic electronics retailer in Kuwait, sends a flash-sale template to a list it merged from three sources, including customers who had asked only for order updates. Within a day the template is paused for 3 hours, the team resends the same text, and a second pause follows. Then a warning appears in Business Support Home.

Their recovery plan: stop the campaign, read the cited policy, remove people without marketing consent, move the offer into a marketing template with a visible opt-out, and wait for pause timers instead of resubmitting copies. They rebuild with a small, recent, opted-in segment and monitor feedback before scaling. No appeal was needed because the account was never restricted. That is the cheapest outcome, and it is the one prevention buys you.

Frequently asked questions

Why was my WhatsApp Business account banned?

Meta enforces its Business Messaging Policy, Commerce Policy and Business Terms. Violation types it names include spam, template misclassification and high-risk categories such as adult content, alcohol and tobacco sales, drugs, gambling and unsafe supplements. Severe harm to users, such as scams, can lead to immediate offboarding. Open Business Support Home to see the exact policy cited for your account.

How long does a WhatsApp Business restriction last?

It depends on the step on Meta's enforcement ladder. Meta documents blocks of 1 or 3 days on sending templates, 5, 7 or 30 days on sending any message, and an indefinite account lock that only an appeal can remove. Your Business Support Home page shows the active restriction and its end date, so check it rather than relying on a general rule.

How do I appeal a WhatsApp Business account ban?

For the WhatsApp Business Platform, open Business Support Home, select the messaging account, choose the violation, click Request Review, add supporting details and submit. The request moves to the In Review tab. Meta says a decision typically arrives within 24 to 48 hours. For the WhatsApp Business app, use the Request review option shown on the ban screen.

Can I appeal if my account is restricted or disabled?

Yes, Meta says restricted or disabled accounts can still appeal or acknowledge issues, and a reversed violation returns the account to its previous status. The exception is that not all spam violations can be appealed. In that case you may need to wait until the restriction period ends.

What is the difference between a restricted account and a paused template?

A restriction applies to the whole messaging account after a policy violation. A template pause applies to one template that reached the lowest quality rating: the first pause lasts 3 hours, the second 6 hours and the third disables the template. A single paused template does not initially affect the phone number.

Should I register a new number if my WhatsApp Business number is banned?

Not before you understand why. A new number that repeats the same behaviour risks the same outcome, and Meta's policy says it may prohibit a business from future use of its products. First read the violation, fix the cause such as consent or template content, and appeal if the review option is available. Talk to your provider before moving traffic.
