Short answer

Meta business verification is a review in which Meta checks that your business is real and that its legal name, address and contact details match official documents. For the WhatsApp Business Platform it is one route to a higher messaging limit and a higher cap on phone numbers. You submit your details and documents in Meta Business Suite's Security Center; Meta says a decision may take up to 14 business days, and approval is never guaranteed.

Key takeaways

  • Business verification is separate from the blue checkmark and from Meta Verified; it proves the business exists, and the other two build on it.
  • On the WhatsApp Business Platform, a new business portfolio starts with a limit of 250 unique recipients per rolling 24 hours; verifying the business is one way to reach 2,000.
  • New portfolios are capped at two registered phone numbers; verification or reaching a messaging limit of 2,000 raises the cap to 20.
  • Most rejections come from a legal name that differs between the portfolio, the documents and the website, or from documents that are expired, cropped or of the wrong type.
  • Editing your business details during review means you have to verify again, so finalise the legal name, address, phone and website before you submit.

This guide is for the person who owns the Meta business portfolio at a company about to use the WhatsApp Business API. It explains what business verification is, what it changes for WhatsApp, which documents to prepare, the steps in the Security Center and how to fix a rejection. It is a practical overview; Meta changes screens and criteria, so confirm details in the linked Meta pages.

What is Meta business verification?

Meta business verification is a review in which Meta confirms that your organisation is a real legal entity and that the name, address and contact details in your business portfolio match official records. It is done once per business portfolio, not per phone number.

A business portfolio (formerly called a Business Manager account) is the container for your pages, ad accounts and WhatsApp Business Accounts. Verification attaches trust to that container. For Meta products that carry risk, such as advanced API access, the verified status is a gate. Meta's developer documentation says business verification lets it gather information about you and your business, and that apps needing advanced access to certain permissions must be connected to a verified business.

Do I need business verification for the WhatsApp Business API?

You can start without it, but it is the quickest sanctioned way to scale. Meta lists it as one of the paths to a higher limit, and it is a prerequisite for the blue checkmark.

Two limits are tied to it in Meta's documentation:

What Before verification After verification
Messaging limit (unique people you can message outside a customer service window in a rolling 24 hours) 250 for a newly created portfolio Verification is one scaling path to 2,000; further tiers of 10,000, 100,000 and unlimited are reached automatically when quality is high and you use at least half of your current limit
Registered business phone numbers Capped at two for a new portfolio Cap rises to 20 when the business is verified or reaches a messaging limit of 2,000

Meta also describes a second route to 2,000 that does not need verification: send 2,000 delivered messages outside customer service windows to unique numbers within 30 days, using high-quality templates. Verification is usually faster for a planned launch. More on tiers is in our guide to messaging limits and quality rating.

Verification does not make templates approve automatically and does not bypass opt-in rules.

What is the difference between business verification, the blue checkmark and Meta Verified?

They are three different things. Business verification proves the legal entity; the Official Business Account checkmark and Meta Verified are badges that build on it in different WhatsApp products.

Details of the badge are in our WhatsApp green tick guide. Our green tick checker tests the eligibility conditions.

What do you need before you apply?

Prepare four things: admin access to the portfolio, one agreed legal name, a working website on a domain you control, and the right documents. Missing one is the most common cause of delay.

Checklist:

  1. Admin (full control) access to the business portfolio.
  2. The legal business name written exactly as on your registration, including the suffix such as LLC or Ltd.
  3. A current address and a business phone number that match your documents.
  4. A website that loads over HTTPS and shows your legal business name or a clear link to it.
  5. Documents that are current, issued by an authority and legible.

Our WhatsApp API readiness checklist builds this list for your country, with GCC examples.

Which documents does Meta accept?

Meta accepts official documents that show your legal name plus an address or phone number. Which ones are available depends on your country, so check the options Meta shows for yours.

Document type Examples Notes
Certificate or articles of incorporation Memorandum or Articles of Association Shows legal name and registration
Business registration or licence Trade licence, commercial registration Must be current
Government-issued tax document Tax or VAT registration certificate Not self-filed returns
Business bank statement Statement showing the legal name Hide unneeded personal data
Utility bill Electricity or water bill Supports address or phone only, and must still show the legal name

Documents should be current, officially issued, and in a language Meta supports. If yours are not, a translation may be needed. Self-filed applications, invoices and website printouts do not count as proof.

Exact lists by country differ, and Meta does not publish a single table for every market. We prepare and file this with you as part of our registration services.

How do you verify your business step by step?

You verify in Meta Business Suite's Security Center. Menu names have changed over the years, so follow the on-screen path and use the numbered steps as a guide.

  1. Open Meta Business Settings (Business Suite) and select the business portfolio you want to verify.
  2. Open the Security Center and choose to start business verification.
  3. Enter the legal business name, address, phone number and website exactly as they appear on your documents.
  4. Select your business type and confirm the details.
  5. Choose how to prove your business: upload documents; Meta's flow shows the types accepted for your country.
  6. Complete any extra check Meta shows for your portfolio.
  7. Submit and wait for the notification. Meta says a decision may take up to 14 business days.
  8. If Meta asks for more information, reply within the time shown in the request; Meta's guidance is that missing the window can mean starting again.

Do not edit the business name, address or other details while the review is open. Meta's guidance is that editing details means verifying again.

What is domain verification and do I need it?

Domain verification is a separate step in Meta Business Settings in which you prove you control a website domain. It is distinct from business verification.

Meta lists a website that fails to load or is not HTTPS as a rejection reason, so treat the domain as part of your preparation: control the domain you list, keep the site on HTTPS and show the same legal name on it. We could not confirm from Meta's public pages whether domain verification is required for business verification, so check the Help Center for the steps in your account.

Why does Meta reject business verification and how do you fix it?

Meta says rejections can follow false or misleading information, claiming a business you are not authorised to represent, trying to circumvent the review, or a website that does not load, is not HTTPS or links to an error page. In practice these are the patterns we see.

Symptom Likely cause Fix
Name mismatch Portfolio name, documents and website show three variants Use the registered legal name in all three, then resubmit
Address not matched Partial address or an old office Copy the address from the document in full
Document rejected Expired, cropped, photo of a screen or wrong type Upload a full, current, colour scan of an accepted type
Website problem No HTTPS, redirects to an error page, no business name Fix the site and show the legal name in the footer
Utility bill alone A bill cannot prove the legal name Pair it with a registration or tax document

After a rejection, read the reason in the Security Center, fix the cause and then appeal or resubmit as the screen offers. Resubmitting the same files rarely helps.

Worked example: a Dubai retailer

"Al Noor Home", a synthetic furniture retailer, applied with a trade licence for "Al Noor Home Trading LLC" but its portfolio said "Al Noor Home", and the website footer said "Al Noor Furniture". Verification failed on name mismatch.

The team changed the portfolio legal name to the licence spelling, added "Al Noor Home Trading LLC" and the licence address to the website's legal page, attached a current VAT certificate in the same name, and resubmitted. Whether Meta approves is Meta's decision; the point is that all three records now tell the same story.

Common mistakes to avoid

  • Verifying the wrong portfolio. Agencies sometimes create the portfolio on the client's behalf; verify the one that owns the phone number.
  • Changing details mid-review. It restarts the process.
  • Using a trading name. Documents show the legal name; match it.
  • Buying "guaranteed verification". Nobody can guarantee Meta's decision.
  • Treating verification as the end. The display name still needs review; see our display name guide, and the number needs the right setup; see which phone number to use.

Frequently asked questions

Do I need Meta business verification to use the WhatsApp Business API?

You can start without it. A new business portfolio begins with a messaging limit of 250 unique recipients in a rolling 24 hours, and Meta lists verification as one of the paths to 2,000. Verification is also a prerequisite for Official Business Account status, so most businesses that plan campaigns complete it early.

How long does Meta business verification take?

Meta's Help Center says a decision may take up to 14 business days and that you are notified when the review ends. Some reviews finish sooner. Do not plan a launch around the best case, and avoid editing business details while the review is open, because that restarts it.

Which documents does Meta accept for business verification?

Meta accepts official documents that show your legal business name and an address or phone number: a certificate or articles of incorporation, a business registration or licence, a government-issued tax document or a business bank statement. A utility bill can support the address or phone but not the legal name. Self-filed documents are not accepted.

Why was my business verification rejected?

Meta lists reasons such as false or misleading information, claiming a business you are not authorised to represent, trying to circumvent the review, or a website that does not load or is not HTTPS. In practice the usual cause is a name or address that differs between the portfolio, the documents and the website.

Is business verification the same as the green tick?

No. Business verification confirms the legal entity behind a Meta business portfolio. The blue checkmark on the API is an Official Business Account, which requires a verified business plus an approved display name, two-step verification and at least 30 days on the platform. On the Business app, the badge comes with Meta Verified.

Can a provider verify my business for me?

Meta's messaging-limits documentation says that if a solution provider onboarded you, your partner can verify your business. You still supply accurate documents, and Meta makes the decision. No provider can guarantee approval.
