Short answer
To send bulk WhatsApp messages without getting banned, use the official WhatsApp Business Platform rather than unofficial bulk tools. Message only people who opted in, send approved templates in the right category, stay within your messaging limit and honour every opt-out. Meta can limit or remove access for businesses that spam or message people at scale without authorisation.
Why WhatsApp numbers get restricted
WhatsApp's Business Messaging Policy lets a business contact people only if they gave it their number and opted in to receive messages. It also requires the business to respect every request to block, discontinue or opt out, whether made on or off WhatsApp.
The enforcement section says WhatsApp may limit the messages a business can send, limit or remove its access, and in serious cases bar the organisation from future use. Messaging people at scale in an unauthorised manner is one of the listed reasons. Meta's route for messaging customers at scale is the WhatsApp Business Platform (the API), not bulk tools built on the consumer or Business app.
Checklist before a bulk send
- Send through the WhatsApp Business Platform with a verified business portfolio.
- Use only contacts who opted in to WhatsApp messages from your brand, and keep the evidence.
- Use an approved template whose category matches its content: offers are marketing, order updates are utility.
- Check your current messaging limit in WhatsApp Manager and split the audience if it is larger than your tier.
- Segment by interest or recent activity instead of blasting the whole database.
- Add an opt-out option, such as a "Stop promotions" quick-reply button, and suppress opted-out numbers everywhere.
- Watch template quality ratings after sending and pause any template that turns yellow or red.
Which limits control a bulk campaign?
Three separate controls apply. Meta documents each of them and changes them over time, so check the linked pages before planning a large send.
| Control | What it limits | How to stay safe |
|---|---|---|
| Messaging limit | Unique users you can message outside customer service windows in a moving 24 hours, per business portfolio | Plan sends around your tier and grow it with quality |
| Quality rating | Templates with poor feedback can be paused or disabled | Send relevant messages to opted-in users only |
| Per-user marketing limits | How many marketing templates one person receives from all businesses | Expect some marketing messages not to be delivered and target engaged users |
Example: a 40,000-contact promotion
Dunes Home, a synthetic Dubai retailer, has 40,000 opted-in contacts and a 10,000-user messaging limit. It splits the list into four interest segments, sends one segment per day with a marketing template that includes a "Stop promotions" button, and checks the template's quality rating before each wave.
OmniChannels.ai Campaigns supports this pattern with CSV upload, duplicate filtering and scheduled sends on WhatsApp.
