Short answer
On WhatsApp, a utility template is a non-promotional message tied to a specific user action or request, such as an order confirmation or appointment reminder. A marketing template covers promotions, offers, announcements and re-engagement. Any template that mixes the two is classed as marketing. Meta charges each category at its own rate per delivered message and re-checks categories after approval.
How the two categories differ
| Aspect | Marketing template | Utility template |
|---|---|---|
| Purpose | Awareness, offers, sales, re-engagement | Follow-up to a user action, or essential to the user |
| Promotional content | Allowed | Not allowed |
| Typical examples | Sale launch, abandoned-cart offer, new branch opening | Order shipped, booking confirmed, payment received |
| Delivery limits | Per-user marketing limits may apply | No per-user marketing limits |
| Pricing | Marketing rate per delivered message | Utility rate per delivered message |
How Meta decides the category
The business picks a category when it creates the template, but Meta reviews it. If Meta disagrees with a utility label, it can approve the template as marketing or reject it with INCORRECT_CATEGORY. Unclear content, such as a template that is mostly a placeholder, is treated as marketing.
Meta also re-checks approved templates. A utility template that should be marketing is switched after one day's notice, or immediately for businesses with a misuse warning. Businesses have 60 days to appeal, and repeated mislabelling can lead to utility rate limits or suspension.
Test your template
"Hi Sara, order 4471 has shipped. Track it here." is utility: it follows a purchase and promotes nothing. "Hi Sara, order 4471 has shipped. Use code SAVE10 on your next order." is marketing, because the discount code adds promotion.
- Ask whether the message follows a specific action or request by this user.
- Remove every offer, upsell, coupon and cross-sell from a utility draft.
- Keep variables specific, such as order number, date or amount.
- If the message still needs promotional content, create it as marketing.
Why the category affects cost
Since 1 July 2025 Meta charges per delivered template message, by category and recipient market. From 1 October 2026 its pricing documentation also charges utility templates sent inside an open customer service window. Check Meta's current rate card for the exact rates in your markets, and do not label offers as utility to save money.
