Do promotional SMS need an opt-out?

Updated

Short answer

Yes. In the GCC, promotional SMS must include a simple opt-out. In the UAE, every promotional SMS must carry STOP or ايقاف, and opt-outs are honoured across the network. Saudi Arabia, Qatar, Kuwait, Bahrain and Oman expect the same one-step keyword. Saudi Arabia's PDPL also requires a clear mechanism to stop receiving advertising. Transactional messages are treated separately.

What each GCC market expects

Regulators change these rules, so confirm the current text with TDRA, CST or the relevant authority before launch.

MarketOpt-out expectation
UAESTOP or ايقاف in every promotional SMS; one step; honoured network-wide and audited by TDRA
Saudi ArabiaSTOP or ايقاف honoured network-wide; one step; stays in place until the person re-consents
QatarOpt-out wording mandatory on every promotional message; STOP or ايقاف honoured
KuwaitSTOP or ايقاف honoured network-wide; one step
Bahrain and OmanAn opt-out keyword (STOP or ايقاف) in every marketing message

How to build opt-out handling

  1. Add a short opt-out line to every promotional message, in the message language.
  2. Tell people exactly where to send STOP. An alphanumeric sender ID cannot receive replies, so use the number, short code or unsubscribe link your provider and operator support.
  3. Process each opt-out automatically into one central suppression list.
  4. Apply that list to every campaign, sender ID, sub-account and tool.
  5. Keep the opt-out until the person gives new consent.

Do transactional messages need an opt-out?

OTPs, delivery updates and fraud alerts are usually treated differently from marketing and are not subject to promotional quiet hours. But the distinction depends on content: adding an offer to an order confirmation can make it promotional. Do not use transactional senders as a loophole.

Example opt-out line

"AD-ACME: New arrivals at acme.ae. Reply STOP to opt out / أرسل ايقاف لإلغاء الاشتراك". OmniChannels.ai supports two-way SMS and duplicate filtering on campaign uploads; ask which opt-out mechanism applies in each country during onboarding.
