WhatsApp Template Categories, Approval and Recategorization
WhatsApp template categories explained: marketing, utility and authentication rules, why templates get rejected or recategorized, and how to get approved.

Short answer
WhatsApp has three template categories. Marketing covers promotions, offers and anything mixed or unclear. Utility covers non-promotional updates tied to a transaction or account the user requested, or critical notices. Authentication is only for one-time passcodes and uses fixed preset text with a copy-code or one-tap button. Meta reviews every template, can reject it or move a utility template to marketing, and you can request a review within 60 days.

Key takeaways
- Meta classifies mixed-content or ambiguous templates as marketing, so a single promotional line inside an order update can change its category.
- Since 9 April 2025, a utility template that Meta judges to be marketing is approved as marketing rather than rejected, according to Meta's categorization documentation.
- Authentication templates use preset text, a copy-code or one-tap button, and no URLs, media or emojis; parameters are limited to 15 characters.
- Category reviews are requested in WhatsApp Manager through Business Support, generally within 60 days of creation or of the category change.
- Repeated misuse of the utility category can lead to rate limiting, utility template restrictions or a business portfolio restriction.
This guide is for marketing, CX and product teams that send WhatsApp templates through the WhatsApp Business Platform. By the end you will know which category each message belongs in, why templates get rejected or recategorized, and how to write templates that pass review and stay healthy after approval.
What are the WhatsApp template categories?
There are three: marketing, utility and authentication. Every message you start outside the 24-hour customer-service window must use an approved template, and the category determines both what the template may say and how Meta bills it.
| Category | Purpose | Typical examples | What disqualifies it |
|---|---|---|---|
| Marketing | Awareness, sales, retargeting, app promotion, relationship messages | Seasonal offers, new arrivals, abandoned-cart reminders with a discount, event invitations | Nothing; this is the default for mixed or unclear content |
| Utility | Non-promotional updates tied to a specific transaction or account the user requested, or critical notices | Order confirmation, delivery update, payment receipt, appointment reminder, account security alert | Any promotional element: offers, upsell, "don't miss out" language |
| Authentication | One-time passcodes for identity verification only | Login code, transaction verification code, account recovery code | Anything beyond the preset OTP text; URLs, media or emojis |
Meta's documentation is explicit that marketing is the most flexible category and that mixed-content and ambiguous templates are classified as marketing. If in doubt, Meta assumes promotion.
What counts as utility?
A utility template must be non-promotional and either specific to, or requested by, the user (an order, booking, account or transaction they started) or essential to them, such as a public-safety or legal-compliance notice. "Your order #A1042 has shipped" is utility. "Your order has shipped — add a second item for 20% off" is marketing.
What makes authentication different?
Authentication templates use fixed, non-customizable preset text with a placeholder for the code, for example "123456 is your verification code." You can add an optional security recommendation and an optional expiry line. The template needs a one-time password button (copy-code or one-tap; zero-tap is a third option that requires Android app work), and it cannot contain URLs, media or emojis. Parameters are limited to 15 characters.
How does the WhatsApp template approval process work?
You submit a template with a name, category, language, body, optional header, footer and buttons, and sample values for each variable. Meta reviews it and returns a status: approved, rejected (with a reason) or, for some templates, held for further review.
- Pick the category from the message's purpose, not from what you hope it costs.
- Choose the language that matches the text. A template submitted as English with Arabic body text invites rejection.
- Write the body with numbered or named variables and give realistic sample values, for example a real-looking order number rather than "test".
- Add buttons deliberately: quick replies for responses, a URL or call button for action. Use full, branded URLs rather than link shorteners.
- Preview on a phone layout to check line breaks, variable length and button labels in both LTR and RTL languages.
- Submit and track status through the API webhook or your platform. Do not schedule sends against a template that is not approved.
- Monitor quality after approval, because approval is not permanent (see below).
Why do WhatsApp templates get rejected?
Most rejections fall into a handful of patterns. Fixing them before submission is faster than appealing.
- Wrong category. The rejection reason
INCORRECT_CATEGORYmeans the content does not match the category you selected. - Variable problems. Variables placed at the very start or end of the body, consecutive variables with no text between them, or missing or unrealistic sample values.
- Too little context. A body that is mostly variables ("Hi {{1}}, {{2}}") gives the reviewer nothing to assess.
- Language mismatch. The declared language differs from the actual text.
- Policy issues. Content that breaches the WhatsApp Business and Commerce Policies, requests sensitive data such as full card numbers or passwords, or is threatening or misleading.
- Suspicious links. Shortened or unbranded URLs that hide the destination.
- Duplicate content. A template that closely duplicates an existing one under a different name.
If a template is rejected, you can edit and resubmit it, create a new one, or request a review if you believe the decision is wrong.
What is template recategorization and how do you appeal it?
Recategorization is Meta changing a template's category after you submit it or after it is approved. According to Meta's categorization documentation, three mechanisms apply:
| Situation | What Meta does | Can you appeal? |
|---|---|---|
| At creation, utility content looks like marketing | Since 9 April 2025, approves it as marketing instead of rejecting it | Yes, request a review |
| Approved utility template later judged to be marketing | Updates the category, usually with advance notice, effective the first day of the next month; the template stays approved | Yes, within 60 days |
| Marketing or utility template judged to be an authentication use case | Gives notice, then rejects the template on the first day of the next month | No; replace it with an authentication template |
Businesses that have been warned for category misuse lose the advance notice. Meta also describes escalating enforcement for misuse: a warning, utility message rate limiting, utility template restriction and, at the top, a business portfolio restriction.
To appeal, open WhatsApp Manager, go to Business Support, then Template Category Updates, select the template and choose Request Review. Outcomes appear under In review, Unchanged and Reversed. Subscribe to the template_category_update webhook so engineering and marketing see changes as they happen rather than on the invoice.
How does template quality affect approved templates?
Approved templates carry a quality rating based on user feedback (blocks, reports) and read rates. Meta shows them as pending, high, medium or low quality. Low-quality templates can be paused: Meta's template-pausing documentation describes a first pause of 3 hours, a second of 6 hours, and disabling on a third occurrence. A paused template cannot be sent, so automated journeys that rely on it will fail until it is active again.
Template quality also feeds into your phone number's quality and messaging limits, which we cover in our guide to WhatsApp messaging limits and quality rating.
Worked example: a Riyadh electronics retailer
"Najm Electronics" (synthetic) wants three templates for its Ramadan season.
- Order shipped — "Hi {{1}}, your order {{2}} has shipped and should arrive by {{3}}. Track it with the button below." Category: utility. A URL button points to the retailer's own tracking domain. Approved as utility.
- Order shipped + offer — the same text with "Use code RAMADAN for 15% off your next order." The team submits it as utility. Under Meta's current behaviour it is approved as marketing, so it is billed at marketing rates and recipients who opted out of promotions should not receive it. The team splits it: the shipping update stays utility, and the offer becomes a separate marketing template sent only to opted-in customers.
- Login code — originally a utility template reading "Your Najm code is {{1}}". This is an authentication use case and would be scheduled for rejection. The team rebuilds it as an authentication template with a copy-code button, a security recommendation and a 10-minute expiry line.
Result: three templates in the correct categories, predictable billing, and no surprise rejection on the first day of a month during peak season.
Best-practice checklist before you submit
- Category chosen from the message's purpose; no promotion in utility.
- One purpose per template; offers split into separate marketing templates.
- Declared language matches the text; separate templates per language (for example English and Arabic).
- Variables surrounded by fixed text, with realistic samples.
- Branded, full-length URLs; no shorteners.
- Clear opt-out path for marketing (for example a "Stop promotions" quick reply).
- OTPs only in authentication templates.
- Webhooks for status, category and quality changes routed to an owner.
Common mistakes and limits to know
- Treating approval as permanent. Category updates and quality pauses happen after approval.
- Optimizing for price. Labelling marketing as utility to save cost leads to recategorization and, if repeated, enforcement.
- Ignoring billing changes. Meta charges per delivered template by category and recipient market. According to Meta's pricing documentation, from 1 October 2026 Meta charges service messages after the first 1,000 free per business phone number per month, and charges utility templates sent inside the customer service window. Confirm the current rules in Meta's rate card.
- Relying on third-party lists of "banned words". Meta's categorization is contextual; the documentation describes purposes, not keyword lists.
How OmniChannels.ai helps
OmniChannels.ai lets you build WhatsApp templates for marketing, utility and authentication, including one-tap, zero-tap and copy-code OTP, with variables, media and buttons. A phone preview shows how the message renders before you submit, and approval tracking shows each template's status in one place. Approved templates feed directly into campaigns with Excel or CSV upload, preview, scheduling and duplicate filtering, and delivery reports help you spot problems early. The platform supports Arabic and English and is powered by BroadNet Technologies.
Frequently asked questions
How long does WhatsApp template approval take?
Meta reviews templates automatically and many decisions arrive quickly, but review time is not guaranteed and some templates are held for longer or manual checks. Plan campaigns so that templates are submitted and approved several days before launch, and never schedule a send that depends on a template still marked as in review or pending.
Why was my utility template changed to marketing?
Meta changes a utility template to marketing when the content contains promotional elements such as discounts, cross-sell suggestions or persuasive calls to action, or when the purpose is unclear. Mixed-content templates default to marketing. Remove the promotional element, keep the message tied to a specific transaction or account event, and submit a new template if you need a true utility version.
Can I send OTP codes with a utility template?
No. Meta's documentation says businesses that send one-time passwords or verification codes must use an authentication template. Marketing or utility templates that Meta identifies as authentication use cases are scheduled for rejection, and that rejection cannot be appealed, so create a proper authentication template instead.
How do I appeal a template category decision?
Open WhatsApp Manager, go to Business Support, find Template Category Updates and select Request Review for the template. Meta's documentation describes a 60-day window for approved templates and for automatic category changes. You can track outcomes in the In review, Unchanged and Reversed tabs.
Does the template category affect price?
Yes. Meta charges per delivered template message based on category and recipient market, so marketing, utility and authentication templates are billed at different rates. Check Meta's current rate card for the markets you send to, because rates and billing rules change over time.
