What is CRA (Qatar)?

Communications Regulatory Authority · Qatar CRA

Definition

The CRA (Communications Regulatory Authority) is Qatar's telecoms regulator. Its Spam Regulation and consumer-protection framework govern commercial SMS, including consent, opt-out wording and the hours when direct-marketing messages may be sent.

Qatar's mobile operators are Ooredoo Qatar (MCC-MNC 427-01) and Vodafone Qatar (427-02). Alphanumeric sender IDs in Latin or Arabic of up to 11 characters must be registered, one per use case per legal entity.

The CRA expects explicit opt-in for marketing messages with retained evidence, and opt-out wording on every promotional message; STOP or ايقاف requests should be honoured across the network.

The CRA's Spam Regulation bars direct-marketing messages between 21:00 and 09:00 Qatar time. Transactional messages such as OTPs and alerts are not restricted by this window.

Confirm the current text of the Spam Regulation and any operator-specific requirements with the CRA or your provider before launching campaigns.
