Definition
CITRA (Communication and Information Technology Regulatory Authority) is Kuwait's regulator for telecoms and IT. Business messaging in Kuwait follows its framework, with sender IDs registered through the mobile operators.
Kuwait's mobile operators are Zain Kuwait (MCC-MNC 419-02), Ooredoo Kuwait (419-03) and STC Kuwait (419-04). Alphanumeric sender IDs in Latin or Arabic of up to 11 characters must be registered, typically one per use case per legal entity.
Promotional messages need verifiable opt-in under Kuwait's data privacy rules, with records kept for the life of the marketing relationship. Opt-out keywords such as STOP or ايقاف should be honoured in one step.
We have not found a CITRA-published time-of-day window for promotional SMS. Agree sending hours with the operator, schedule promotions for the recipient's local daytime and keep transactional traffic separate so it can run around the clock.
Requirements can change and are applied by the operators, so confirm current rules with CITRA or your provider during onboarding.
