How to Send WhatsApp Marketing Messages: What You Need
How to send WhatsApp marketing messages the official way: API access, verified business, approved templates, opt-in, limits and sample templates.
By OmniChannels.ai Editorial Team · Reviewed by BroadNet Messaging Solutions Team
Short answer
To send WhatsApp marketing messages at scale you need access to the WhatsApp Business Platform (the API) through a provider, a business portfolio and phone number, a Meta-approved marketing template, and recorded opt-in from every recipient. Meta charges per delivered marketing message by recipient country, caps how many new people you can reach per 24 hours, and limits how many marketing templates one person receives. The free Business app only offers small broadcast lists.

Key takeaways
- Marketing messages that start a conversation must be sent as pre-approved marketing templates through the WhatsApp Business Platform; free-form text only works inside a customer service window.
- Opt-in comes first: the person must have shared their number and agreed to hear from your named business, and you must explain how to opt out.
- A new business portfolio can message 250 unique people in a moving 24-hour period; verifying the business is one route to 2,000, and higher tiers scale automatically on quality and usage.
- Meta bills per delivered message by category and recipient market, so budget with our pricing pages and the Meta rate card, not a blog figure.
- Meta may also cap how many marketing templates one person receives from all businesses; relevance and read rates decide how far a campaign gets.
This guide is for small and mid-sized businesses that want to send offers, reminders and announcements to customers on WhatsApp. It lists exactly what you need, what Meta checks, what it costs in principle, and three copy-and-adapt templates for a clinic, a shop and a real estate agency. It is a practical overview, not legal advice, and Meta changes its rules, so confirm the linked documents before a large send.
What do you need to send WhatsApp marketing messages?
You need five things: API access through a provider, a business portfolio with a phone number, an approved marketing template, recorded opt-in, and a way to send and measure. A WhatsApp marketing message is a template message that promotes, recommends or upsells something. The table shows what each requirement is for.
| Requirement | What it is | Why it matters |
|---|---|---|
| WhatsApp Business Platform access | The API, reached through an official provider using Meta's Embedded Signup | Marketing at scale cannot be sent from the free Business app |
| Business portfolio and phone number | Your company's Meta business portfolio and a number dedicated to WhatsApp | Messaging limits are set per portfolio, shared by all its numbers |
| Business verification | Meta checks your legal business name with documents | One of the routes from 250 to 2,000 unique users per day |
| Approved marketing template | Pre-written message, reviewed by Meta, with variables and buttons | Required for the first message to a customer outside a service window |
| Opt-in record | Proof that each person agreed to hear from your business | Required by Meta and by most local laws |
| Sending and reporting tool | A platform to upload lists, schedule, and track delivery and replies | Lets you pace sends and stop when quality drops |
If you are weighing the app against the API first, read WhatsApp Business API vs the Business app. To set up the account itself, follow how to set up the WhatsApp Business API and check our readiness checklist.
Can you send WhatsApp marketing from the Business app?
Only to small broadcast lists, and not for campaigns. A broadcast list in the Business app holds up to 256 contacts, and only people who have saved your number receive the message. It has no templates, targeting, automation or reporting, and WhatsApp prohibits unauthorised bulk or automated messaging on the app.
Use the app for occasional updates to a handful of regulars. For a customer list, use the API. The difference is covered in our WhatsApp broadcast guide.
What counts as a WhatsApp marketing message?
A message is marketing if it promotes, recommends or upsells products, includes offers or seeks renewals. Utility templates must be non-promotional and specific to a user's order, account or transaction. If a template mixes both, or its purpose is unclear, Meta treats it as marketing.
Two rules follow from Meta's categorisation page:
- A reminder with an added promotion becomes marketing, and it needs marketing opt-in and is billed as marketing.
- Meta periodically reviews approved templates and can change the category. Misclassifying marketing as utility can lead to escalating enforcement, so choose honestly. Our guide to template categories and approval explains this in depth.
How do you get permission (opt-in) to send marketing messages?
Collect opt-in before the first message, and make it specific. Meta says people must have shared their number and agreed to receive messages from your business. The opt-in must clearly state that the person is opting in, name your business, and include any notices that local law requires. It does not have to be on WhatsApp: a website form, an SMS, an IVR flow or a signed form all work.
A checklist for a compliant opt-in:
- Name your business and say you will send messages on WhatsApp.
- Say what you will send (offers, new arrivals, appointment recalls).
- Say how often, if you can commit to it.
- Explain how to opt out, for example by replying to a message or tapping a button.
- Store the number, wording shown, date, time and source.
Never import a purchased or scraped list. See opt-in and consent across channels and the opt-in wording generator. A glossary definition is at opt-in.
How do you create and get a marketing template approved?
Create the template in your platform, choose the marketing category, add sample values for every variable, submit it, and wait for Meta's review. Meta says decisions can take up to 24 hours.
Formatting rules that cause rejections
- Variables use the form {{1}}, {{2}}, in sequence with no gaps.
- A template cannot start or end with a variable.
- Variables need sample values at submission.
- The text must not duplicate another template's body and footer.
- Do not ask for sensitive identifiers such as full card or national ID numbers.
After approval, Meta rates each template's quality (green, yellow, red, or unknown for new templates) from customer feedback and read rates. New or lower-rated marketing templates can be paced: Meta releases the first messages, waits for early feedback, and holds or drops the rest if the signals are negative. A paused template cannot send until you restore it.

What limits apply to WhatsApp marketing?
Two separate limits apply: how many people you can start conversations with, and how many marketing messages each person receives.
| Limit | How it works |
|---|---|
| Business-initiated messaging limit | A new portfolio starts at 250 unique users in a moving 24-hour period. Verifying the business is one route to 2,000. Then 10,000, 100,000 and unlimited are reached automatically if quality is high and you use at least half your current limit |
| Shared by numbers | The limit is set per portfolio and shared by all its phone numbers |
| Per-user marketing limit | Meta may cap how many marketing templates one person receives from all businesses; the cap adapts to their read rate. A capped message fails with error 131049 |
| User preferences | People can stop marketing messages from your business; sending to them returns error 131050 |
| United States numbers | Meta currently does not deliver marketing templates to US numbers |
When you hit a per-user limit, wait at least 24 hours before you retry, and send fewer, more relevant messages next time. Read messaging limits and quality rating for the full mechanism.
How much do WhatsApp marketing messages cost?
Meta charges per delivered message, by category and by the recipient's country, and marketing is a paid category. Since 1 July 2025 this per-message model replaced conversation-based pricing. Messages sent inside a Free Entry Point window, opened by a reply to a Click-to-WhatsApp ad, are not charged for 72 hours.
We pass Meta's charge through at Meta's rate with zero markup, and rates differ by country. Do not copy figures from articles: use our WhatsApp pricing by country, the price index and the pricing calculator, then confirm in Meta's current rate card. More in WhatsApp Business API pricing.
How do you send your first WhatsApp marketing campaign?
Start small, send to engaged customers, and watch quality before you scale. A repeatable procedure:
- Define the goal and the audience. One offer, one segment, for example customers who bought in the last 90 days.
- Check opt-in for every number in the segment and remove anyone without a record.
- Draft the template with a clear offer, a call-to-action button and, if you wish, a quick-reply button for opting out.
- Submit it and wait for approval. Plan a day of buffer.
- Upload the list (CSV or Excel), map variables, preview, and remove duplicates.
- Send a test to your own team numbers.
- Send in batches inside your limit, during local daytime hours.
- Monitor delivered, read, replies, opt-outs and template quality. Stop and fix if quality drops.
- Reply fast to customers who respond; replies open a 24-hour service window.
- Follow up only with people who engaged, and suppress anyone who opted out.
Worked example: a Dubai clinic
A synthetic clinic, "Marina Smile", has 3,000 patients who opted in at reception. Its new portfolio starts at 250 unique users per moving 24 hours. At that limit, the first send to all 3,000 would take 12 days of daily batches. If Meta raises the limit to 2,000 after verification, the same send takes two days. The clinic sends the first batch to the 250 most recent patients and checks read rates and opt-outs before the next one. The lesson: plan the schedule around your limit, and lead with the best segment.
What do good marketing templates look like?
Good templates are short, specific, helpful and end with text rather than a variable. Adapt these samples to your business and wording rules. Variables are shown as {{1}} and so on.
Clinic: recall
Hi {{1}}, it has been six months since your last check-up at {{2}}. Tap Book now to choose a time that suits you.
Buttons: Book now (link), Stop promotions (quick reply).
Retail: weekend offer
Hi {{1}}, our weekend sale at {{2}} runs until {{3}}. Use code {{4}} at checkout to save on your favourites. Tap below to shop.
Buttons: Shop now (link), Stop promotions (quick reply).
Real estate: new listing
Hi {{1}}, a new {{2}} in {{3}} just listed that matches what you asked for. Tap below to see photos and book a viewing.
Buttons: View listing (link), Talk to an agent (quick reply).
Each template names the business or location, offers one action and avoids pressure language. Arabic-speaking customers should receive an Arabic version of the same template, submitted as a second language. See Arabic customer messaging.
What mistakes get marketing campaigns blocked or ignored?
Most failures come from the list and the content, not the software.
- No real opt-in. Purchased lists produce blocks and reports, which lower quality and limits.
- Utility-looking promotions. Mixing an offer into a confirmation gets it reclassified as marketing.
- Too frequent. Heavy sending to the same people raises blocks and lowers read rates, which feeds the per-user limit.
- Ignoring opt-outs. Honour every request, on or off WhatsApp.
- Retrying capped messages immediately. Wait 24 hours after error 131049.
- Sending at night. Use local daytime hours, and follow SMS quiet hours if you use SMS fallback.

Frequently asked questions
Can I send WhatsApp marketing messages from the WhatsApp Business app?
Only in a limited way. The app lets you send to a broadcast list of up to 256 contacts, and only people who saved your number receive it. There are no approved templates, targeting or delivery analytics. For campaigns to a real customer list, use the WhatsApp Business Platform through an official provider.
Do I need customers' permission before sending WhatsApp marketing?
Yes. Meta requires opt-in before you message someone on WhatsApp: they must have shared their number and agreed to receive messages from your business, and you must name your business and explain how to opt out. Opt-in can be collected on a form, by SMS or in person. Keep a record of when and how each person agreed.
How much does it cost to send WhatsApp marketing messages?
Meta charges per delivered message, by message category and by the recipient's country, and marketing is a paid category. Rates change, so use our WhatsApp pricing pages and the pricing calculator, and confirm in Meta's current rate card before you budget. BroadNet charges WhatsApp at Meta's rate with zero markup.
Why was my marketing message not delivered to some people?
The most common reasons are a recipient who has reached Meta's per-user marketing limit (error 131049), someone who stopped marketing messages from your business, a number in the United States where marketing templates are not delivered, or a template that was paused for poor quality. Wait at least 24 hours before resending after a 131049 failure.
How long does WhatsApp template approval take?
Meta says review decisions can take up to 24 hours, and appeals are also reviewed within 24 hours. Many templates are approved sooner. Allow a day before a launch, and avoid formatting errors such as a template that starts or ends with a variable, which are a common reason for rejection.
Can I send a marketing message to a customer who contacted me first?
Yes. When a customer messages you, a 24-hour customer service window opens and you can reply freely. Meta says marketing messages sent inside that window do not count toward the per-user marketing limit. Once the window closes, any new marketing message must be an approved template sent to someone who has opted in.
