Short answer

The WhatsApp Business API is not free, but some messages cost nothing. According to Meta's pricing documentation, from 1 October 2026 each business phone number gets 1,000 free service messages per month, and messages sent inside a free entry point window, opened from a Click to WhatsApp ad and open for 72 hours, are not charged. Marketing messages sent outside such a window are charged, so confirm details in Meta's current rate card.

Key takeaways

  • Meta charges per delivered message by category (marketing, utility, authentication, service) and recipient market, so no WhatsApp Business API plan is free in general.
  • From 1 October 2026, per Meta's pricing documentation, each business phone number gets 1,000 free service messages per month; the allowance resets monthly and does not roll over.
  • Utility templates sent inside the customer service window were free before 1 October 2026 and are charged from that date.
  • A free entry point window opened by a reply to a Click to WhatsApp ad remains open for 72 hours, with marketing, utility, authentication and service messages not charged during it.
  • Free tiers are per phone number, so a multi-number setup has several allowances, but each only covers service messages.

This guide is for teams budgeting WhatsApp Business API messaging who want to know exactly which messages are free in 2026 and which are not. Everything below comes from Meta's pricing documentation as we read it on 16 October 2026, with the points we could not confirm marked clearly. We do not print rates; our calculator and Meta's rate card do that.

Is the WhatsApp Business API free?

No. Meta charges per delivered message, by message category and by the recipient's market, and a provider may add fees of its own. What is free are specific types of message under specific conditions.

Message Charged? Condition (per Meta's pricing documentation)
Marketing template Yes Free only inside a free entry point window
Utility template Yes Charged also inside the customer service window from 1 October 2026; free inside a free entry point window
Authentication template Yes Free only inside a free entry point window
Service message (free-form reply in the window) Free up to 1,000 per number per month From 1 October 2026, charged after the allowance
Any message inside a free entry point window Not charged Window remains open for 72 hours; Meta Business Agent messages are still charged

Per-message pricing has applied since 1 July 2025, replacing conversation-based pricing. For a full cost breakdown see our WhatsApp Business API pricing guide.

What are service messages and how many are free?

Service messages are free-form replies inside the customer service window, and from 1 October 2026 each business phone number gets 1,000 of them free per month. After that, Meta charges per message.

Details to plan around:

  • Window. A customer message opens a 24-hour window. Replies inside it with text, media or interactive messages are service messages. See the 24-hour window guide.
  • Per number. The allowance applies to each business phone number, so a business with three numbers has three allowances.
  • Monthly. It resets every month and unused messages do not roll over.
  • Service only. It does not cover templates. A template sent inside the window is billed as its own category.
  • Before the change. Meta had not charged service messages since November 2024.

Meta has updated its pricing pages in stages, and the pages we fetched did not all state the allowance in the same words. Check the allowance and scope in Meta's current rate card before you rely on it.

What is the free entry point window?

It is a period during which messages are not charged, opened when a customer messages you from a Click to WhatsApp ad. According to Meta's pricing documentation:

  1. A user taps a Click to WhatsApp ad and messages your business from the Android or iOS app. Desktop and web apps are not supported.
  2. You reply within the customer service window.
  3. The reply opens a free entry point window that remains open for 72 hours.
  4. While it is open, marketing, utility, authentication and service messages are not charged. Meta Business Agent messages still are.

Do not confuse the two clocks: the free entry point window lasts 72 hours from your reply, while the customer service window lasts 24 hours from the customer's last message. Confirm the live rules in Meta's pricing documentation.

The window runs independently of the 24-hour customer service window. If the 24-hour window closes, you can still send an approved template while the free entry point window is open. Design ad journeys around this with our Click to WhatsApp ads guide and the ads ROI calculator.

What was free before and no longer is?

Utility templates sent inside the customer service window. They were free from 1 July 2025 and, per Meta's documentation, are charged from 1 October 2026 as utility messages. They do not use up the free service message allowance.

Until 30 September 2026 From 1 October 2026
Service messages Not charged First 1,000 per number per month free, then charged
Utility template inside the window Free Charged as utility
Messages inside a free entry point window Not charged Not charged

This matters for flows such as order updates sent in reply to a customer. Our changes timeline places this next to the other 2026 changes.

How do I count my free messages?

Count per number, per month, by message type. A simple method:

  1. List your business phone numbers. Each one has its own allowance.
  2. Export a month of messages from your reports or your provider, split by category.
  3. Count free-form replies inside the window: these are service messages.
  4. Subtract 1,000 per number. Anything above is chargeable.
  5. Count templates separately by category; they are not covered by the allowance.
  6. Mark messages inside free entry point windows, which are not charged.
  7. Reconcile against your provider's invoice and Meta's rate card.

Do not assume a single global number. Rates vary by recipient market, so price the chargeable messages per country with the WhatsApp pricing calculator and the country pricing pages.

Worked example: counting free messages for a support line

"Souq Rafiq" (synthetic), a UAE retailer, runs two WhatsApp numbers: one for support and one for order updates. In a month, the support number handles 2,400 free-form replies. The order-update number sends 6,000 utility templates, 900 of them inside the customer service window, and 1,500 marketing templates.

  • Support number: 2,400 service messages minus the 1,000 allowance leaves 1,400 chargeable service messages.
  • Order-update number: 6,000 utility templates are charged as utility, including the 900 inside the window. Its own 1,000 allowance covers only service messages, and it sent few.
  • Marketing: 1,500 marketing templates are charged, unless some were sent inside a free entry point window.
  • Ads: 300 conversations came from Click to WhatsApp ads, and their messages inside open windows are not charged. The team tags them so finance can exclude them.

The counts above are illustrative. To turn them into money, apply Meta's current rate for each category and market with the calculator, never a number from an article.

How can I use the free allowances well?

Do not distort the customer experience to save a few messages. Sensible practices:

  • Answer completely in one message instead of several short ones, when the content allows.
  • Reply to ad conversations promptly, inside the customer service window, so the free entry point window can open.
  • Keep templates for what needs them. Do not send a template when a free-form reply is allowed.
  • Segment numbers by use, but only if it suits operations. Splitting numbers just to multiply allowances adds management overhead and may affect quality.
  • Watch quality and limits. Free messages still count toward your sending behaviour. See messaging limits and quality rating.
  • Respect opt-in. Free does not mean unsolicited. Meta's Business Messaging Policy still applies.

What are the common mistakes?

  • Treating the API as free because the WhatsApp Business App has no per-message fee. They are different products; see API vs Business App.
  • Confusing the two windows: the free entry point window lasts 72 hours, the customer service window 24 hours.
  • Counting templates against the 1,000 service allowance.
  • Pooling numbers and expecting one shared allowance.
  • Forgetting Meta Business Agent messages, which are charged even inside the window.
  • Using a stale rate. Rates change by schedule.
  • Limits: Meta updates its pages in stages, and we could not confirm every figure in every page we read. This guide is not financial advice; confirm in Meta's current rate card.

Frequently asked questions

Is the WhatsApp Business API free?

No. Meta charges per delivered message by category and recipient market, and your provider may add fees. Some messages are not charged: according to Meta's pricing documentation, service messages are free up to 1,000 per business phone number per month from 1 October 2026, and messages inside a free entry point window are free. Everything else follows Meta's rate card.

How many free WhatsApp messages do I get per month?

Per Meta's pricing documentation, each business phone number gets 1,000 free service messages per month from 1 October 2026. The allowance resets monthly, does not roll over and counts service messages only, not templates. Messages inside a free entry point window are separate. Confirm the current allowance on Meta's pricing page, since Meta updates it in stages.

What is a service message?

A service message is a free-form, non-template reply sent inside the customer service window, which opens when a customer messages your business and lasts 24 hours from their latest message. Typical examples are answers to questions and support replies. Template messages are not service messages; they are marketing, utility or authentication.

How long does the free entry point window last?

According to Meta's pricing documentation, the window remains open for 72 hours. It opens when a user messages you from a Click to WhatsApp ad on the Android or iOS app and you reply within the customer service window. Check Meta's pricing page for the live rule.

Are marketing messages ever free?

Only inside a free entry point window, per Meta's pricing documentation. Outside it, marketing templates are charged per delivered message by recipient market. Meta also offers tools such as a max price for the Marketing Messages API, but that limits cost rather than making messages free. Model campaigns with the calculator and Meta's rate card.

Are utility templates free inside the 24-hour window?

They were until 30 September 2026. According to Meta's documentation, from 1 October 2026 Meta charges utility messages sent in response to users, so a utility template in the window is billed as utility. It does not consume the free service message allowance. Utility templates inside a free entry point window are not charged.
