Short answer
Voice broadcasting sends a pre-recorded or text-to-speech phone call to a list of numbers at once, often with keypad replies such as "press 1 to confirm". It suits payment reminders, appointment confirmations and urgent notices that must be heard. Obtain consent first, respect local calling-hour and opt-out rules, and use SMS or WhatsApp when the message is long, needs a link or can wait.

Key takeaways
- A voice broadcast is an automated outbound call that plays a recording or text-to-speech message and can collect keypad replies; it is not a live-agent campaign.
- In the United States, calls using an artificial or prerecorded voice are restricted by the TCPA rules in 47 CFR 64.1200, and the FCC has ruled that AI-generated voices count as artificial voices. Other countries have their own rules, so confirm them before sending.
- Opening seconds decide results: name the sender first, state the purpose, then offer one keypad action and a way to opt out.
- Answering machine detection lets one campaign talk to people and leave a shorter message, or a voicemail drop, for machines.
- Voice is the wrong tool for long details, links and documents. Combine it with SMS or WhatsApp that carries the details.
This guide is for operations, collections and customer-care teams that want to reach many people by phone with a short, automated message. It covers how voice broadcasting works, where it beats SMS and WhatsApp, the consent and calling rules to check, and how to measure it.
What is a voice broadcast?
A voice broadcast is an automated outbound call to a list of numbers that plays a pre-recorded message or text-to-speech (TTS) audio when answered. It can also collect keypad replies, play a menu and transfer to an agent.
Related terms: robocall (often used negatively), outbound IVR campaign, voice blast and automated voice message. Text-to-speech converts written text into spoken audio, which is useful for personalised content such as a name or amount; see the text-to-speech glossary entry. A voice broadcast is different from a dialer campaign, where calls are connected to live agents.
How does a voice broadcast work?
The platform takes a list and a script, places calls in parallel, and handles each outcome. The steps are:
- Upload the list with phone numbers in international format and any merge fields (name, amount, date).
- Prepare the audio: record it, or write text for TTS in the right language.
- Set the call flow: greeting, message, keypad options, repeat option, opt-out, transfer.
- Schedule within allowed hours in the recipient's time zone.
- Dial; each call ends as answered, busy, no answer, failed or voicemail.
- Collect responses (keys pressed, listen duration) and send them to your systems.
- Retry unanswered numbers on a schedule and escalate to another channel.
Voice is provisioned with our account team; there are no public voice endpoints in the REST spec. See the voice channel for what is available.
What are the best use cases?
Voice broadcasting works for short, time-critical messages that benefit from being heard. These fit best:
| Use case | Keypad action | Better alternative when |
|---|---|---|
| Payment reminders | 1 to hear balance, 2 to speak to an agent | A link to pay is needed (use SMS) |
| Appointment confirmation | 1 to confirm, 2 to reschedule | Patient prefers text (use WhatsApp or SMS) |
| Delivery or outage notice | 1 to repeat | Detailed information needed |
| Emergency or safety notice | None, or 1 to acknowledge | Must also reach people without a signal |
| Voice survey | 1 to 5 rating | Open feedback needed |
| Voice OTP fallback | None | See the voice OTP guide |
Voice also reaches landlines and people who cannot comfortably read text. For Arabic audiences, TTS supports Arabic, and dialect choice matters; see Arabic customer messaging and IVR and AI voice agents.
What consent and calling rules apply?
Get consent, identify yourself, and respect local rules. The rules differ widely by country, and this is not legal advice.
In the United States, the Telephone Consumer Protection Act rules at 47 CFR 64.1200 restrict calls made with an artificial or prerecorded voice. In summary, from the regulation's text:
- A call using an artificial or prerecorded voice generally needs the called party's prior express consent, unless it is made for emergency purposes.
- Advertising or telemarketing calls to certain lines require prior express written consent, with some exceptions.
- Prerecorded calls to residential lines have separate rules and limited exemptions.
- When a telemarketing call plays a prerecorded message and no live agent is available, the call must offer an automated key-press or voice opt-out mechanism that records the request.
- Telephone solicitations may not be made to a residential subscriber before 8 a.m. or after 9 p.m. in the called party's local time.
In February 2024 the FCC issued a declaratory ruling confirming that the TCPA's artificial or prerecorded voice restrictions cover AI technologies that generate human-sounding voices. Court decisions on consent standards have changed over time, so check current guidance.
For other countries, we give no rules here. Telecom regulators, data-protection laws and do-not-call registers differ, and our team can confirm requirements for your destinations during onboarding. As a general practice anywhere, record consent, identify the caller at the start, offer an opt-out, keep calls within sensible hours and keep a suppression list. See opt-in and consent across channels.
How do you write a script that works?
Say who is calling, why, and what to do in the first ten seconds. People decide to hang up early.
- Name the sender first: "This is Alfa Dental with a reminder."
- State the purpose: "Your appointment is tomorrow at 10 a.m."
- Offer one action: "Press 1 to confirm or 2 to change."
- Repeat the key detail once.
- Give an opt-out: "Press 9 to stop these calls."
- Keep to 20 to 30 seconds where possible.
Write numbers and dates so TTS reads them naturally, spell out abbreviations, and test on real phones. Our IVR script generator drafts Arabic and English scripts.
How do answering machines and voicemail work in a broadcast?
Answering machine detection (AMD) decides within the first seconds whether a person or a machine answered, so the system can play the right message. See the answering machine detection glossary entry.
- Person answers: play the full script with keypad options.
- Machine answers: wait for the beep and play a voicemail drop, a shorter message with a callback number, or hang up.
- Misclassification: AMD is probabilistic. Test with your carriers, and keep voicemail drops free of sensitive details.
BroadNet's voice platform includes AI answering-machine detection and voicemail drop. Check the consent rules for leaving messages in voicemail where you operate.
How do you measure a voice campaign?
Track outcomes at each step, not only "calls placed". Useful metrics:
- Answer rate = answered calls ÷ calls attempted.
- Completion rate = calls where the message played to the end ÷ answered calls.
- Action rate = key presses on the intended option ÷ answered calls.
- Opt-out rate and complaints.
- Business outcome: payments received, appointments confirmed, no-shows avoided.
Compare against a control group where possible, and test time of day. For delivery-status concepts across channels, see message delivery status explained.
When is SMS or WhatsApp a better choice?
Use voice when the message must be heard now and is short; use text when the recipient needs details, a link or a record.
| Need | Voice | SMS | |
|---|---|---|---|
| Reach landlines | Yes | No | No |
| Include a link or document | No | Link | Link, media, buttons |
| Interruption level | High | Low | Low |
| Written record | No | Yes | Yes |
| Two-way conversation | Keypad only | Keywords | Free text in window |
A good pattern is a chain: WhatsApp or SMS first, a reminder later, then a voice call only for people who have not confirmed. See channel fallback strategy and WhatsApp vs SMS vs RCS.
An SMS that supports a missed call (within 160 GSM-7 characters): Alfa Dental: we tried to call about your visit tomorrow 10:00. Reply 1 to confirm or 2 to change. Reply STOP to opt out. (120 characters.)
How do you plan list quality and timing?
Clean lists save money and protect your reputation. Validate numbers before sending: a number that is not in service or is a landline when you expected a mobile wastes attempts. HLR lookup checks mobile numbers, and the phone number formatter normalises them to E.164.
For timing, use the recipient's local time zone, avoid prayer times, late evenings and local public holidays, and avoid running the same list at the same hour every day. Retry unanswered calls at a different time of day, cap retries and stop once the person has responded. Use the send time planner to pick sensible windows by country. Control cost and abuse with limits on call length, destination allow-lists and per-campaign caps.
Worked example: a clinic group
"Najd Care", a synthetic clinic group, sends WhatsApp confirmations (a Utility template) 48 hours before each visit. Patients who have not replied 24 hours later receive an SMS. Those still silent by the morning of the visit receive a short Arabic TTS call with "press 1 to confirm, 2 to change". Calls reaching voicemail leave a short drop with the clinic number.
The group measures confirmation rate by step, and checks whether the call step adds confirmations or just irritates patients who already planned to attend.
What should you check before launch?
Run a pilot of a few hundred numbers before the full list. Listen to the audio on a handset, not only on a laptop, check that keypad replies reach your systems, confirm that opt-outs land on the suppression list, and review the first results by hour. Then scale in stages, and keep a named owner who can pause the campaign at once if complaints appear.
What mistakes should you avoid?
- Calling without recorded consent or outside allowed hours.
- A long, unfocused script that people hang up on.
- No opt-out or ignoring opt-out requests.
- Using voice for what needs a link.
- Putting sensitive details in a voicemail drop.
- Not testing TTS pronunciation, especially names, amounts and dialect.
- Ignoring fraud and cost controls such as destination allow-lists and call-length caps.

Frequently asked questions
What is a voice broadcast?
A voice broadcast is an automated outbound call to many recipients at once. When the call is answered, the system plays a pre-recorded message or reads text aloud with text-to-speech, and may let the recipient press keys to confirm, reschedule, opt out or be transferred to an agent. It is used for reminders, alerts and short announcements.
Is it legal to send automated voice messages?
It depends on the country, the content and the consent you hold. In the United States, 47 CFR 64.1200 restricts calls that use an artificial or prerecorded voice and requires consent, with exceptions such as emergency purposes. Other countries have their own telecom and data rules. This is not legal advice; check with counsel and the regulator.
Do AI-generated voices count as prerecorded calls?
In the United States, the FCC issued a declaratory ruling in February 2024 confirming that the TCPA's restrictions on artificial or prerecorded voices cover AI technologies that generate human-sounding voices. So an AI voice calling a list is treated like a prerecorded call for consent purposes. Rules elsewhere differ.
Can a voice broadcast leave a message on voicemail?
Yes. Answering machine detection analyses the first seconds of an answered call to decide whether a person or a machine picked up. For machines the system can wait for the beep and play a voicemail drop. Detection is probabilistic, so test your scripts and accept that some calls will be misclassified.
Is voice better than SMS for reminders?
Not always. Voice is intrusive and interrupts people, but it is hard to miss and works for landlines and for people who cannot read texts. SMS and WhatsApp are cheaper to scan, support links and leave a written record. Many teams send SMS or WhatsApp first and use a call only for unconfirmed critical messages.
How much does a voice broadcast cost?
Voice pricing depends on destination, call duration and how the call is billed. We do not publish voice rates. Contact sales for voice pricing, and give your volumes, countries and average call length so the quote reflects your campaign.
