Short answer
WhatsApp wins when you need to start conversations with opted-in customers at scale: approved templates let a business message first, and the Business Platform offers verified profiles, catalogs and a clear per-message pricing model. Telegram wins for communities, channels and flexible bots, but a bot cannot start a conversation: the user must message it first. Most teams pick by where their customers already are and handle both in one inbox.

Key takeaways
- Bots on Telegram cannot start conversations: a user must message the bot or add it to a group first. On WhatsApp, a business can message first with an approved template to a user who opted in.
- WhatsApp gives a 24-hour customer service window after each user message for free-form replies; outside it only approved templates can be sent. Telegram has no template system or equivalent window.
- WhatsApp charges per delivered message by category and recipient country; Telegram bots can message their users at no cost by default, with paid broadcasts only above its free broadcast rate.
- Telegram channels support unlimited subscribers and groups up to 200,000 members; the choice often comes down to community versus customer conversation.
- Telegram cloud chats use client-server encryption and are not end-to-end encrypted by default; Telegram's end-to-end encryption applies to secret chats.
This guide is for marketing, support and product teams deciding whether their business should talk to customers on Telegram, WhatsApp or both. It compares them on the points that change your plan: who can start the conversation, templates and the 24-hour window, channels and groups, pricing model, reach and privacy.
What is the main difference between Telegram and WhatsApp for business?
The main difference is who is allowed to start the conversation. A WhatsApp business can message an opted-in customer first with an approved template; a Telegram bot cannot start a chat, because the user must message it or add it to a group first.
That single rule shapes everything else. WhatsApp behaves like a notification and conversation channel for people whose phone number you already hold with consent. Telegram behaves like an audience you build: people find your bot, channel or group link and join, and you serve them from there.
How do they compare side by side?
Use this table for a first pass. Every row is explained below.
| Topic | WhatsApp Business Platform | Telegram (bots, channels, Business) |
|---|---|---|
| Who can message first | Business, with an approved template, to users who opted in | User first; bots cannot start conversations |
| Templates | Required outside the 24-hour window; marketing, utility, authentication categories | None; free-form messages to users who started the bot |
| 24-hour window | Yes, opens when the user messages you and resets with each new user message | No equivalent window |
| One-to-many | Template campaigns to opted-in numbers; WhatsApp Channels | Channels with unlimited subscribers; groups up to 200,000 members |
| Automation | Chatbots and AI agents via the API; interactive messages, Flows | Bot API with inline keyboards, Mini Apps, payments, commands |
| Pricing model | Per delivered message by category and country | Bots message their users at no cost by default; paid broadcasts above a free rate |
| Verified identity | Official Business Account / green tick on request, decided by Meta | Business profile features in Telegram Business |
| Privacy | See Meta's documentation | Cloud chats are not end-to-end encrypted by default |
Who can start the conversation on each platform?
On WhatsApp, you can message a customer first only if they opted in, and the first message outside a conversation must be an approved template. On Telegram, the customer must open the chat with your bot or join your channel or group first.
Telegram's bots documentation states: "Bots can't start conversations with users." A user must either add the bot to a group or send it a message first. Your growth tactic is therefore to put a link or QR code where customers already are: website, receipts, packaging, WhatsApp replies, in-store posters. A deep link can carry a start parameter so you know which placement brought the user.
For WhatsApp, Meta says you can only send messages to users who have opted in. Capture and record consent, as described in our guide to opt-in and consent across channels.
How do templates and the 24-hour window differ?
WhatsApp separates free-form service replies from approved templates; Telegram does not. When a WhatsApp user messages you, a customer service window opens for 24 hours and each new message from the user resets it. While open, you can send free-form messages. When it closes, Meta states that you can only send pre-approved template messages.
Templates must be in one of three categories, marketing, utility or authentication, and must be approved before use. Meta reviews them when created or edited, and review can take up to 24 hours. Read our guides to the 24-hour window and template categories.
Telegram bots simply send what they want to users who started them, subject to broadcast limits. That freedom is useful, but it also means you must set your own quality rules: users can block the bot at any time, and you should treat a block as an opt-out.
How do channels, groups and communities compare?
Telegram is built for large public and private communities; WhatsApp is built for one-to-one conversations with optional one-to-many tools. According to Telegram, channels have unlimited subscribers and supergroups hold up to 200,000 members, with files up to 2 GB.
On WhatsApp, a business sends one-to-many through opted-in template campaigns, and can also use WhatsApp Channels. Our WhatsApp Channels, Communities and groups guide explains the limits. If the goal is a public feed with discussion, Telegram fits naturally. If the goal is to confirm a delivery, answer a question or recover an abandoned basket, WhatsApp is the better fit.
How do bots and automation compare?
Both support automation, with different strengths. The Telegram Bot API supports inline keyboards, deep links, commands, payments and Mini Apps (JavaScript apps that open inside Telegram). Telegram Business lets users connect bots to their business account; replies are limited to eligible private chats with incoming messages in the last 24 hours.
On the WhatsApp Business Platform you build automation through the API with interactive messages (buttons and lists), WhatsApp Flows and templates, and connect chatbots and AI agents. Whichever channel you pick, keep a clear route to a human agent. Our chatbot to human handoff article lists the triggers.
How does pricing differ?
WhatsApp is priced per message and Telegram bots are free by default within limits. Since 1 July 2025 Meta charges per delivered message on the WhatsApp Business Platform, with the rate depending on the category (marketing, utility, authentication, service, Meta Business Agent) and the recipient's country calling code; messages from users to businesses are not charged. Details of free allowances change, so confirm on Meta's current pricing page and see our pricing guide and the WhatsApp pricing pages.
Telegram's bots FAQ says bots can message users at no cost by default, with an advised limit of about 30 messages per second for bulk notifications, one message per second in a single chat and 20 messages per minute in a group. Paid broadcasts can raise the rate to 1,000 messages per second; each message above the free rate costs 0.1 Telegram Stars, with minimum requirements on Stars balance and monthly active users as Telegram states. Telegram Business features are available to Premium subscribers, per Telegram's announcement.
These are different models: WhatsApp's cost scales with message volume and category, Telegram's with your throughput needs. Neither is "cheaper" in general. Your cost depends on message mix, volume and the engineering time to build each.
Which has the bigger audience?
WhatsApp is reported to have more monthly users globally, but what matters is your own customers. Meta reported on its Q1 2025 earnings call that more than 3 billion people use WhatsApp every month, and Pavel Durov said in March 2025 that Telegram had passed 1 billion monthly active users. These are company statements, not independent audits.
Regional and demographic patterns differ widely and no global figure answers them. Check your CRM: ask a sample of customers which apps they use daily, look at inbound messages by channel and compare contact rates from a pilot on each.
How do privacy and security compare?
Telegram says its cloud chats use client-server encryption and are stored encrypted in the Telegram cloud; end-to-end encryption applies to secret chats, and groups are cloud chats. A bot can read the messages sent to it, so bot conversations are not end-to-end encrypted from the bot's side. For WhatsApp Business Platform messages, read Meta's current documentation for how business messages are handled, and ask your provider where message data is stored and who can access it.
For either channel, collect only the data you need, tell customers who is speaking (a human or an AI agent), and keep opt-out simple. This is general guidance, not legal advice.
When does each platform win?
Pick by use case rather than brand.
| Use case | Better fit | Why |
|---|---|---|
| Order and delivery updates to existing customers | Template notifications to opted-in numbers | |
| OTP and login codes | WhatsApp, SMS or push | Authentication templates and phone-number reach (see OTP guide) |
| Public announcements and content feed | Telegram channel | Unlimited subscribers |
| Community support and discussion | Telegram group | Groups up to 200,000 members |
| Sales conversations with catalogs and quick buy | Catalogs, interactive messages, verified profile | |
| Custom interactive bot or Mini App | Telegram | Flexible Bot API |
| Reaching a phone list with consent | WhatsApp or SMS | A business can message first with a template |
| Audiences already active on Telegram | Telegram | Meet customers where they are |
How do you run both in one inbox?
Run both channels from one shared inbox so agents work from a single screen and each customer has one thread. A practical rollout:
- List jobs, not channels: write down the five conversations you want to handle (for example order status, quote requests, reschedule, complaint, announcements).
- Choose a primary channel per job using the table above.
- Prepare entry points: a WhatsApp click-to-chat link and a Telegram bot link or QR code on your site, receipts and packaging. The free WhatsApp link generator and QR code generator help.
- Connect both to the inbox and assign queues, languages and tags.
- Write shared answers once and adapt formatting per channel; on WhatsApp prepare approved templates for messages outside the window.
- Add chatbot triage for routine questions, with handoff to a person.
- Measure by channel: first response time, resolution time and contact volume. See first response time for the formula.
Worked example: a Beirut online bookshop
"Cedar Books", a synthetic Lebanese bookshop, has two audiences: readers who browse its Telegram channel for new releases, and buyers who want order updates. It posts launches in a Telegram channel, links the channel to a Telegram bot for stock questions, and sends order confirmations and delivery updates as WhatsApp utility templates to customers who ticked an opt-in box at checkout. Both channels feed one inbox. After a month it compares the share of conversations that ended in an order and moves its promotional budget to the channel that converts better.
What are the limits to keep in mind?
- Telegram has no phone-list outreach by bot. You cannot upload numbers and message them first.
- WhatsApp needs opt-in and approved templates outside the window; templates can be rejected or recategorised by Meta, and approval decisions rest with Meta.
- Rules change. Meta revises pricing and policy; Telegram revises limits and Business features. Link and re-check the official pages above.
- Reach is not the same as results. A bigger user base does not mean more of your customers use the app.
- Data on user numbers comes from company statements.
How OmniChannels.ai helps
OmniChannels.ai connects the WhatsApp Business API (BroadNet is an official Meta Business Solution Provider, onboarding through Meta Embedded Signup) and Telegram to one Omni Inbox. Agents answer both in one thread per customer with assignment, tagging, media and attachments. On Telegram you can send campaigns to opted-in followers, and on WhatsApp you can create templates with approval tracking. Chatbots and AI agents answer in English and Arabic and hand over to a person. See the Telegram channel, the WhatsApp Business API page and the Telegram API docs, or book a demo. Frequently asked questions
Is Telegram or WhatsApp better for business?
It depends on the job and the audience. WhatsApp is stronger for customer conversations, notifications and sales with opted-in contacts, because businesses can send approved templates first and use verified profiles and catalogs. Telegram is stronger for communities, broadcast channels and custom bots. Choose the one your customers already use daily, and offer both where it pays off.
Can a business send the first message on Telegram?
Not with a bot. Telegram's bot documentation says bots cannot start conversations with users; a user must add the bot to a group or message it first. You grow a Telegram audience by sharing a bot link or QR code on your website, receipts and other channels. On WhatsApp a business can message first using an approved template, if the person opted in.
Does Telegram have message templates like WhatsApp?
No. Telegram bots send free-form messages to users who have started them, so there is no pre-approval step and no 24-hour window. WhatsApp requires approved templates, in the marketing, utility or authentication category, whenever the 24-hour customer service window is closed. The trade-off is more freedom on Telegram and more control over quality on WhatsApp.
How is pricing different between Telegram and WhatsApp?
WhatsApp Business Platform charges per delivered message, by category and recipient country, as Meta documents on its pricing page. Telegram says bots can message their users at no cost by default within broadcast limits; above about 30 messages per second, paid broadcasts charge a fee in Telegram Stars per message. Always check both official pages for current terms.
Which has more users?
Meta said on its Q1 2025 earnings call that more than 3 billion people use WhatsApp every month. Pavel Durov said in March 2025 that Telegram has over 1 billion monthly active users. Both are company-reported figures, not audited ones, and regional popularity varies widely, so check your own customer data before choosing.
Can I manage Telegram and WhatsApp in the same inbox?
Yes. A shared inbox that connects both channels shows one thread per customer, lets you assign agents and reply with templates, media and attachments. OmniChannels.ai connects WhatsApp Business API and Telegram to the Omni Inbox, so teams answer both from one screen without sharing phones.
