Short answer
Facebook Messenger for business lets people message your Facebook Page and lets you answer by hand, with automation or both. A person must start the conversation. You can then send standard messages, including promotional ones, within 24 hours of their last action, or up to 7 days after a click-to-Messenger ad message. After that, only allowed message tags such as Human Agent apply. Connect the Page to a shared inbox to run it as a team.

Key takeaways
- Messenger Platform conversations must be started by the person, and the Platform is free to use according to Meta; costs come from your tools and staff.
- Meta's standard messaging window lasts 24 hours for most user actions, and may last up to 7 days when the first message follows a Click-to-Messenger ad.
- Outside the window you need an approved route: the Human Agent tag allows a manual reply within a separate 7-day period, and one-time notifications need the person to ask for them first.
- Since 27 April 2026 requests that use the CONFIRMED_EVENT_UPDATE, ACCOUNT_UPDATE or POST_PURCHASE_UPDATE tags return error code 100; Meta points to Utility Templates and the Marketing Messages API instead.
- Messenger identifies people by a Page-scoped ID rather than a phone number, which is why it suits support and pre-sales more than outbound campaigns.
This guide is for marketing and support managers who have a Facebook Page and want to turn Messenger into a reliable business channel. You will learn how it works, what Meta's rules allow, how to automate the easy questions and how to run it with a team instead of one admin's phone.
What is Facebook Messenger for business?
Facebook Messenger for business is the way a Facebook Page, and in some cases an Instagram professional account, receives and answers messages from people. A business can respond manually in an inbox, with automatic replies, or with both.
Technically, Meta calls the developer side the Messenger Platform: a set of APIs and webhooks that lets your software send and receive messages for a Page. Meta states two things that shape everything else. First, a person must initiate the conversation. Second, the Platform is free to use.
Messenger is not a number-based channel. Each person is identified by a Page-scoped ID, not a phone number, so you cannot upload a list of mobile numbers and message them. That makes Messenger strong for questions that start on Facebook, such as ad replies and post comments, and weaker for outbound campaigns than WhatsApp or SMS.
What are the rules for messaging people on Messenger?
You may reply freely within Meta's standard messaging window, and after it closes you need an approved route. Meta's policy sets these out.
| Situation | What Meta allows |
|---|---|
| Within the standard messaging window | Standard messages, including promotional content. The window lasts 24 hours for most user actions |
| First message follows a Click-to-Messenger or Click-to-Direct ad | The window may last up to 7 days from that message |
| A human replying later | The Human Agent tag allows a manual response within a separate 7-day period |
| The person asked to be notified later | A one-time notification, usable once and expiring within 1 year of creation; not available for the Instagram messaging API |
| Paid outreach outside the window | Sponsored Messages, subject to Meta's advertising policies |
Meta adds two cautions. Using tags outside approved use cases may result in restrictions on your ability to send messages, and news messages must not be promotional. The policy also says automated bots must respond to user input within 30 seconds.
Compare this with WhatsApp, where a user message opens a 24-hour customer service window and approved templates are needed after it closes. Our WhatsApp 24-hour window guide covers that side.
What happened to Messenger message tags in 2026?
Three older message tags stopped working in 2026. Meta's changelog says that from 27 April 2026 requests that use the tags CONFIRMED_EVENT_UPDATE, ACCOUNT_UPDATE or POST_PURCHASE_UPDATE return error code 100, meaning deprecated message tags are no longer allowed in API requests.
The changelog tells developers to migrate to Utility Templates or the Marketing Messages API. Meta also added named parameters for Messenger Utility Templates on 6 March 2026, so a template can use a placeholder such as customer_name. The Human Agent tag is still described in Meta's current policy overview.
If you built order confirmations or booking reminders on the old tags, check your logs for error code 100 and ask your software vendor how it handles Utility Templates. We have not described template approval or eligibility here, because Meta's pages we checked do not give the full rules. Read the current documentation before you rebuild a flow.
How do I set up Messenger for my business?
Set up in two layers: the Page basics that any admin can do, and a connection to a shared inbox for teams. Take them in order.
Page basics
- Create or confirm your Facebook Page and add your team as admins or editors in Meta Business Suite.
- Write a greeting that tells people what you can answer and when a person will reply.
- Add a Messenger button or link to your Page, website and ads so people can find the channel.
- Set automated replies in the Business Suite Inbox. Meta's help article describes instant replies, away messages and keyword replies, and says automated replies set this way do not count toward your Page's response rate or response time.
- Agree on opening hours and when you will answer, so the away message tells the truth.
Connect the Page to an inbox or app
To use bots, assign conversations or work with other channels, connect your Page to software that uses the Messenger Platform. In Meta's flow a Page admin grants the app permissions through Facebook Login for Business, which produces a Page access token. Which permissions are needed depends on the app, and Business Verification and App Review may apply, depending on the app's audience and access level. Developers can read our Messenger API documentation for how OmniChannels.ai handles the connection.
How do automated replies and chatbots work on Messenger?
The Messenger Platform supports automatic replies, live agents or a combination. Start with the questions that never need a person, and give a quick route to a human for everything else.
Good first automations are:
- Opening hours and location in the greeting.
- Delivery and order status with a link or lookup.
- Appointment requests collected with buttons.
- Lead capture from ad conversations: name, interest, phone or email, with consent.
- Handover when the customer types "agent", is upset or asks something outside the flow.
Quick replies and buttons give the person tappable choices, and your system receives a postback. Meta's policy asks bots to respond to user input within 30 seconds, so test slow backend calls. A human handover needs context: pass the conversation summary to the agent. Our guide to chatbot to human handoff lists the triggers, and the same logic applies to Messenger.
How do click-to-Messenger ads fit in?
Ads that start a Messenger conversation turn paid traffic into chats you can answer in the inbox. They also affect the rules: when the first message follows a Click-to-Messenger or Click-to-Direct ad, Meta says the standard messaging window may last up to 7 days from that message.
Practical advice:
- Answer fast. A person who tapped an ad expects an immediate response. Our guide to first response time shows how to measure it.
- Greet with the offer in the ad, so the chat matches the promise.
- Qualify with two or three questions, then route to sales or support.
- Tag the conversation with the campaign so your report shows leads by ad.
- Respect the window. Longer is not unlimited; Meta says "may last up to 7 days".
For the WhatsApp equivalent, see click-to-WhatsApp ads, which works differently on opt-in and pricing.
Messenger vs WhatsApp vs Instagram DM: which channel for what?
Pick the channel where your customer already is, and use each for what its rules allow. The three channels share Meta's ecosystem but not the same rules.
| Messenger | Instagram DM | ||
|---|---|---|---|
| Identifier | Page-scoped ID | Phone number | Instagram-scoped ID |
| Who starts | The person | The person or you with an approved template after opt-in | The person |
| Standard window | 24 hours for most actions, up to 7 days after an ad message | 24-hour customer service window | Similar window, see our Instagram guide |
| After the window | Human Agent tag, one-time notification, Sponsored Messages | Approved templates | Limited routes, see Meta's documentation |
| Best for | Pre-sales and support from Facebook and ads | Notifications, support, campaigns with opt-in | Social selling and replies to stories |
| One-time notification | Yes | Not applicable | Not available |
The Messenger Platform overview says Instagram professional accounts can be handled through the same messaging family, which is why many inbox tools treat them together. Our Instagram DM guide covers the Instagram specifics, and omnichannel vs multichannel explains why one thread per customer beats three separate inboxes.
How do I run Messenger in a shared inbox?
A shared inbox puts Messenger next to your other channels and assigns each conversation to someone. This avoids the common failure of one admin with the Page open on their phone.
In OmniChannels.ai you connect a Facebook Page once through OAuth, and Messenger conversations arrive in the Omni Inbox with your other channels, one thread per customer. Agents reply with text, media and attachments, and conversations can be assigned and tagged. For setup details, see our Facebook Messenger channel page.
A good operating routine:
- Define queues by topic or language.
- Set a first-response target per channel and watch the median and the slow tail.
- Review unassigned chats at the start of each shift.
- Use saved replies for the top ten questions.
- Hand off to a human whenever automation fails twice.
- Check the window before replying to old conversations.
What should I measure?
Measure speed, resolution and sales, per channel. Messenger metrics should sit beside WhatsApp and Instagram so the comparison is honest.
| Metric | What it shows |
|---|---|
| First response time (median and 90th percentile) | How fast people get a real answer |
| Resolution time | How long problems take to fix |
| Conversations per ad campaign | Whether click-to-Messenger ads start real chats |
| Lead-to-sale rate for chat leads | Whether the channel produces revenue |
| Handover rate from bot to agent | Whether the bot answers what people ask |
| CSAT | How customers rate the experience |
The formulas are in our omnichannel support KPI guide. Try the messaging ROI calculator if you want to model the business case.
Worked example: a Sharjah furniture showroom
"Dar Interiors", a synthetic furniture showroom in Sharjah, runs a click-to-Messenger ad for a new sofa range. Chats arrive in the shared inbox. The bot greets in Arabic or English, asks for the room type and budget range, and offers a showroom visit. Delivery questions are answered automatically, and anything about custom orders goes to a sales agent.
The team notes that conversations from the ad can be answered for longer than ordinary Page chats, but treats 24 hours as the working target. A coordinator reviews unanswered chats each morning. After a month they compare ad chats with visits booked and reduce the number of qualifying questions because many people drop out at the third one. Nothing in the example relies on sending to people who have not messaged first.
What mistakes should I avoid?
- Treating Messenger like a bulk SMS channel. People must message you first.
- Using tags to send promotions. Meta warns of restrictions for tags used outside approved cases.
- Building on removed tags. Check for error code 100.
- Forgetting handover. A bot with no human path frustrates customers.
- Counting automatic replies as responses. Meta excludes some from response metrics, and you should too.
- Leaving one admin as the only inbox. Use roles and assignment.
How OmniChannels.ai helps
OmniChannels.ai connects your Facebook Page through Meta's OAuth login, so Messenger chats appear in the shared Omni Inbox beside WhatsApp, Instagram, Telegram and Email. Agents assign, tag and reply with media and saved replies. Chatbots and AI agents answer routine questions in English and Arabic and hand over to a human. You can send bulk, personalised and scheduled messages within Meta's messaging rules to people who have already messaged your Page. Book a demo and we will map your Page to a working inbox.
Frequently asked questions
Is Facebook Messenger free for business?
Meta states that the Messenger Platform is free to use. You still pay for the tools around it, such as an inbox or chatbot software, and for the staff who answer. Ads that start Messenger conversations are billed as ads. Confirm current terms in Meta's documentation, because pricing and products change.
How do I set up Messenger for my business?
Create or use a Facebook Page, give your team access in Meta Business Suite and set a greeting and automated replies. To run Messenger with a team or automation, connect the Page to a shared inbox or to an app that uses the Messenger Platform, where a Page admin approves the permissions.
What is the Messenger 24-hour rule?
Meta's standard messaging window lasts 24 hours for most user actions, such as a person messaging your Page. During it you can send standard messages, including promotional content. If the first message follows a Click-to-Messenger ad, the window may last up to 7 days from that message. After the window closes you need an approved route.
Can I send promotional messages on Messenger?
Promotional content is allowed inside the standard messaging window. Outside it, message tags are for non-promotional, personally relevant updates, and Meta warns that using tags outside approved use cases may restrict your ability to send. Sponsored Messages can be used outside the window if they follow Meta's advertising policies.
Can a Messenger bot reply automatically?
Yes. The Messenger Platform supports automatic replies, live agents or a combination. Meta's policy says automated bots must respond to user input within 30 seconds, and a clear route to a human agent keeps customers from getting stuck. Test every flow in both languages if you serve Arabic and English speakers.
What is the difference between Messenger, WhatsApp and Instagram DMs for business?
Messenger works through a Facebook Page and identifies people by a Page-scoped ID. Instagram DMs run through an Instagram professional account and share the same family of Meta APIs. WhatsApp uses phone numbers with opt-in and approved templates outside its 24-hour window. Choose by where your customers already talk to you.
