**Definition:** The CST (Communications, Space and Technology Commission) is Saudi Arabia's telecoms regulator, formerly called CITC. It governs A2P messaging in the Kingdom, including sender ID approval and its Regulations for Curbing SPAM Messages and Calls.

Saudi Arabia's mobile operators are STC (MCC-MNC 420-01), Mobily (420-03) and Zain KSA (420-04). Sender IDs are alphanumeric, in Latin or Arabic, up to 11 characters, and need CST and operator approval: one sender ID per legal entity per use case, supported by company documents.

CST's Regulations for Curbing SPAM Messages and Calls aim to reduce fraudulent and unwanted messages and calls. They ban promotional messages from 22:00 to 09:00 daily and from 01:00 to 12:00 during Ramadan; transactional messages may be sent at any time.

Consent should be captured in line with Saudi Arabia's Personal Data Protection Law (PDPL), with records of source, timestamp, channel and lawful basis. Opt-outs (STOP or ايقاف) must be one step and honoured until the person consents again.

Unregistered or mismatched sender IDs are typically blocked, so register before launch and keep the sender name consistent with the brand that appears in the message. Confirm current requirements with CST or your provider.
