answer: "The main 2026 changes to the WhatsApp Business API are rate card updates through the year, Meta Business Agent messages charged from 1 August 2026, service messages and utility templates sent in the customer service window charged from 1 October 2026, a free entry point window that remains open for 72 hours, and Embedded Signup v2 deprecation on 15 October 2026. Check Meta's pages for current details before you budget or change code."
takeaways: ["Meta has charged per delivered message since 1 July 2025; 2026 added rate card changes for many markets and new billing currencies, including SAR and AED from 1 April 2026.", "From 1 October 2026 Meta charges service messages and utility messages sent in response to users, which were free before; per Meta's pricing documentation, each business phone number gets 1,000 free service messages per month.", "Meta Business Agent messages are charged to all businesses from 1 August 2026.", "Embedded Signup v2 is scheduled for deprecation on 15 October 2026 per Meta's documentation; v4 is the current version, and the versions page shows October 2026 as the availability end for v2 and v3.", "Meta's WhatsApp Business Terms restrict AI providers when AI is the primary functionality offered; businesses should review section 4.7."]
faq:
  - q: "What changed on 1 October 2026 for WhatsApp Business API?"
a: "According to Meta's documentation, from 1 October 2026 Meta charges service messages and utility messages sent in response to users, neither of which had been charged in the customer service window. Meta's pricing documentation also describes a free tier of 1,000 service messages per business phone number per month. Confirm the details in Meta's current rate card."
  - q: "Are service messages still free?"
a: "Not entirely from 1 October 2026. Meta's documentation says it charges for service messages, which had not been charged since November 2024, and describes a free tier of 1,000 per business phone number per month that resets monthly. Because Meta has updated its pages in stages, check the current pricing page for the allowance and rates."
  - q: "What is Embedded Signup v2 deprecation?"
a: "Embedded Signup is the Meta flow businesses use to connect a WhatsApp Business Account through a partner. Meta's documentation says version 2 will be deprecated on 15 October 2026 and advises migrating to version 4 before then. If you onboard clients through Embedded Signup, confirm which version your provider uses."
  - q: "Do I need to change my code because of these changes?"
a: "Probably not for sending, if you use a provider's API, but check your cost model, reporting and onboarding. Pricing-type values in Meta's status webhooks change for utility messages in the window. Your provider handles Embedded Signup versions, but you should ask which version is live. Review budgets, templates and any hard-coded assumptions."
  - q: "How does the free entry point window work now?"
a: "When a user messages from a Click to WhatsApp ad on the Android or iOS app and the business replies within the customer service window, the reply opens a free entry point window. According to Meta's pricing documentation it remains open for 72 hours, and marketing, utility, authentication and service messages in it are not charged. Meta Business Agent messages still are."
  - q: "Where should I check for the latest WhatsApp changes?"
a: "Use Meta's WhatsApp Business Platform pricing page, the page on upcoming pricing updates for Meta Business Agent, service and utility messages, the Embedded Signup versions page, and the WhatsApp changelog. Meta updates these pages in stages, and a dated blog post can be out of date within weeks."

# WhatsApp Business API Changes in 2026: Timeline and Actions

Canonical: https://omnichannels.ai/blog/whatsapp-business-api-changes-2026/
Language: en
Publisher: OmniChannels.ai by BroadNet Technologies

This guide is for businesses, agencies and resellers who run or plan to run WhatsApp Business API messaging and need to know which 2026 changes affect them. It lists each change with its date and Meta source, says what is not confirmed, and ends with actions by role. It reflects Meta's pages as we read them on 16 October 2026, and Meta updates them in stages.

## What changed in WhatsApp Business API pricing in 2026?

Meta charges per delivered message, and 2026 brought rate card changes, new billing currencies and a rework of what is free. Per-message pricing replaced conversation-based pricing on 1 July 2025, so 2026 builds on that model.

Meta's pricing documentation lists these dated items for 2026:

| Date | Change (per Meta's pricing documentation) |
|---|---|
| 1 January 2026 | Billing localization for India, with marketing rate changes in several markets |
| 16 February 2026 | New pricing policy for AI Providers takes effect (updated 12 May 2026) |
| 1 April 2026 | Rate changes for Saudi Arabia, India, Pakistan and Turkey; new billing currencies including SAR and AED |
| 1 July 2026 | Current rate cards and volume tiers take effect; changes for several markets including Qatar, Italy, Spain and the UK |
| 1 October 2026 | Rate card updates for further markets, including Iraq, Kuwait, Morocco and Oman |

We do not print rates here. Meta publishes them by market, and they change on a schedule. Use our [WhatsApp pricing by country](/whatsapp-pricing/) and [calculator](/tools/whatsapp-pricing-calculator/), and read our overview of [WhatsApp Business API pricing](/blog/whatsapp-business-api-pricing-2026/) for the layers of cost. BroadNet charges WhatsApp at Meta's rate with zero markup.

## What changes on 1 October 2026 for service and utility messages?

From 1 October 2026 Meta charges for service messages and for utility messages sent in response to users. Both were not charged in the customer service window before.

Per Meta's documentation:

- **Service messages** (free-form, non-template replies inside the window) were not charged since November 2024. From 1 October 2026 Meta charges for them per message.
- **Utility templates sent inside the customer service window** were free; from 1 October 2026 they are charged as utility messages.
- **Free tier.** According to Meta's pricing documentation, each business phone number gets 1,000 free service messages per month, which reset monthly and do not roll over. Meta has updated its pages in stages, so confirm the allowance in the current rate card.
- **Webhook pricing type.** Status webhooks for utility messages in the window change their pricing type from free customer service to regular.

Note the single-charge rule: a message is charged once, by its own category. A customer-service reply and an order-confirmation utility template in the same conversation are two separate charges.

For the mechanics of the window itself, read our [24-hour customer service window guide](/blog/whatsapp-24-hour-customer-service-window/).

## What is the free entry point window now?

When a user messages from a Click to WhatsApp ad on the Android or iOS app and you reply within the customer service window, the reply opens a free entry point window. According to Meta's pricing documentation it remains open for 72 hours. While it is open, marketing, utility, authentication and service messages are not charged. Meta Business Agent messages are still charged.

The free entry point window lasts 72 hours from your reply; the customer service window lasts 24 hours from the customer's last message. Plan ad campaigns with our Click to WhatsApp ads guide.

## What is Meta Business Agent and when does it become chargeable?

Meta describes the Meta Business Agent Platform as launched on 1 July 2026, and says that from 1 August 2026 it charges all businesses for Meta Business Agent messages. If you do not use it, nothing changes for you. If you do, add it to your cost model as its own message category. Meta lists it alongside marketing, utility, authentication and service.

## What is changing with Embedded Signup?

Meta's documentation says Embedded Signup version 2 will be deprecated on 15 October 2026 and advises migrating to version 4 before that date. Embedded Signup is how a business connects its WhatsApp Business Account through a partner. As of 16 October 2026 that date has just passed, so confirm the current status on Meta's page.

What the versions page shows, in summary:

| Version | Released | Availability |
|---|---|---|
| v4 | 8 October 2025 | End date to be determined |
| v3 | 29 May 2025 | Listed as October 2026 |
| v2 | January 2023 | Listed as October 2026; deprecation on 15 October 2026 |

We did not find a separate Meta announcement of a v3 end date beyond the table entry, so we do not state one. Meta's changelog for 12 May 2026 also records an Embedded Signup "Phone Number First" flow, where the business enters and verifies its phone number near the start of signup.

Who this affects: BSPs, tech providers and resellers that embed signup. If you are a business that onboards through a provider, your provider chooses the version; ask which one is live. BroadNet onboards through Meta Embedded Signup, and our team prepares the registration with you; approval stays with Meta. See [how to set up the WhatsApp Business API](/blog/how-to-set-up-whatsapp-business-api/) and migrating a number between providers.

## What changed for AI on WhatsApp?

Two items in Meta's documents concern AI providers:

- **Terms.** Section 4.7 of Meta's WhatsApp Business Terms prohibits AI and machine learning providers from using the platform when their technology is the primary rather than incidental or ancillary functionality offered. Meta determines what counts as primary. The terms page was last modified on 23 September 2026.
- **Pricing for AI Providers.** Meta's pricing documentation describes a pricing policy for AI Providers from 16 February 2026. Its changelog for 12 May 2026 says Meta stopped charging AI Providers for non-template messages to users in EU/EEA markets from 13 May 2026, with charges for Brazil remaining.

If you plan an AI agent for your own customer service, read section 4.7 and see our guide to a [WhatsApp AI agent for customer service](/blog/whatsapp-ai-agent-customer-service/).

## What did we leave out?

Honesty about gaps helps you plan.

- **Account hierarchy changes.** We could not verify a 2026 change to the business account hierarchy from Meta's documentation, so we do not describe one.
- **Messaging limits and quality.** We found no new 2026 limit rules in the pages we checked. Mechanisms are in our messaging limits guide; numbers are in Meta's documentation.
- **Specific rates.** We do not quote per-country prices.

## What should I do now?

Act by role.

### Businesses sending messages

1. **Re-run your cost model** with service messages and in-window utility templates counted, using the calculator and Meta's current rate card.
2. **Count service messages per phone number,** since the free tier is per number.
3. **Review support flows** that rely on free replies. A long AI or bot conversation now costs more.
4. **Review ad flows** that use Click to WhatsApp ads, given the free entry point window.
5. **Check your reports.** Ask your provider how the pricing type change shows up in billing.

### Developers

1. **Do not hard-code assumptions** that in-window messages are free.
2. **Read pricing types in webhooks** if you ingest Meta's status payloads directly.
3. **Re-test reporting** that groups messages by billable type.

### Resellers, agencies and BSP partners

1. **Ask which Embedded Signup version** your onboarding uses and its migration status.
2. **Update client quotes** for the new charges. See messaging reseller margins.
3. **Tell clients early** about service message charges.

## Worked example: a retailer's support line

"Souq Rafiq" (synthetic), a UAE retailer, has one WhatsApp number used for support and order updates.

- **Before:** replies in the window and order-confirmation utility templates sent in reply to customers were free.
- **From 1 October 2026:** replies beyond the free tier of service messages are charged, and in-window utility templates are charged as utility.
- **Actions:** the team counts monthly service messages for the number, compares it with the 1,000 free tier, models the cost with the calculator and trims unnecessary back-and-forth, such as duplicate acknowledgements.
- **Review:** after a month, finance checks the provider invoice against the model, using Meta's current rate card.

## What are the common mistakes?

- **Using a dated article as the rate source.** Check Meta's page.
- **Confusing the two windows**: the free entry point window lasts 72 hours, the customer service window 24 hours.
- **Assuming the free tier is per business,** when Meta ties it to each phone number.
- **Ignoring onboarding versions** as a reseller.
- **Limits:** this timeline reflects Meta's documentation on 16 October 2026 and our reading of it. It is not legal or financial advice.
