answer: "An agency can sell WhatsApp, Messenger, Instagram and AI-agent services without becoming a Meta partner by working through a platform provider that already holds the approvals. Each client keeps its own Meta business assets and verification, the agency runs campaigns, inboxes and bots in a sub-account per client, and billing is either passed through or bundled into a retainer. The agency stays responsible for consent and content."
takeaways: ["Agencies can package six services: WhatsApp campaigns, click-to-WhatsApp ad follow-up, AI agents, managed inbox, CRM integration and reporting.", "Meta's partner model separates Solution Partners, which hold a credit line and can invoice clients, from Tech Providers, whose clients add their own payment method; an agency usually works under a provider rather than applying itself.", "Each client should onboard its own WhatsApp Business Account through Embedded Signup and keep ownership of its assets, so the contract must cover what happens if the agency relationship ends.", "Billing works as pass-through plus a service fee, a bundled retainer, or a mix. Describe Meta charges separately from your own fees so clients see what is fixed.", "A realistic launch takes four weeks of preparation, but Meta, Google and carriers decide approvals; never promise dates to a client."]
faq:
  - q: "Can a marketing agency resell the WhatsApp Business API?"
a: "Yes, usually through a provider that is already a Meta partner. Meta's documentation distinguishes Solution Partners, Tech Providers and Tech Partners, and becoming a Solution Partner is a lengthy process. Most agencies run client accounts on a white-label platform and bill their own services, while each client's WhatsApp assets are onboarded through Embedded Signup."
  - q: "Does each client need its own Meta business account?"
a: "Plan on it. Clients should own their WhatsApp Business Account and phone number, onboarded through Embedded Signup, and Meta expects business verification for higher limits and Official Business Account status. Ownership matters if the client leaves the agency, so agree in the contract how assets and templates are handed over."
  - q: "How should an agency bill for WhatsApp messaging?"
a: "Common models are pass-through with a service fee, a monthly retainer that bundles a message allowance, or a blend. Keep Meta's per-message charges visible as a separate line because Meta sets them by category and market and they change. Use a pricing calculator to forecast each client's volume rather than quoting a flat figure."
  - q: "Can I run AI agents for clients on WhatsApp?"
a: "Yes, an AI agent that serves a business's own customers is a normal use. Meta's terms, however, restrict AI providers from using the WhatsApp Business Platform when general-purpose AI is the primary functionality offered, so build narrow, business-specific agents, offer handover to a person and read the current terms yourself."
  - q: "Who is responsible for consent and content?"
a: "The business that sends the message is responsible for its account activity under Meta's terms, and an agency operating the account shares the practical burden. Collect and store opt-in for every contact, honour opt-outs and use correct template categories. Include these duties in your client agreement. This is not legal advice."
  - q: "What can an agency do with Instagram and Messenger?"
a: "Agencies can run DMs in a shared inbox and automate replies. Meta's documentation for Instagram says API sending is to people who have messaged the business, and apps that process messages for other businesses go through App Review. Using a platform that has completed these steps spares the agency that work."

# WhatsApp API for Agencies: Resell Messaging to Clients

Canonical: https://omnichannels.ai/blog/omnichannel-messaging-for-agencies/
Language: en
Publisher: OmniChannels.ai by BroadNet Technologies

This guide is for digital agencies, CRM consultancies and AI integrators whose clients keep asking for WhatsApp, Instagram and Messenger. It sets out what you can sell, how to onboard each client, how to bill, what the white-label option covers and a 30-day plan to launch the first accounts.

## Why are agencies adding messaging services?

Clients already run ads, CRMs and websites that generate leads, and the conversation that follows is now on WhatsApp, Instagram or Messenger. An agency that manages that conversation keeps the client's spend inside its own service, and earns recurring revenue instead of one-off projects.

The risk is doing it as an unofficial workaround. Messaging runs on rules set by Meta, carriers and regulators, and a client's phone number is at stake. Done properly, the model is clear: a platform provider holds the approvals, the agency delivers the service, the client owns its accounts.

## What messaging services can an agency sell?

Six packages cover most demand, and each can be a project fee, a retainer or usage-based.

| Service | What the agency delivers | Client outcome |
|---|---|---|
| WhatsApp campaigns | Template design, consented audience upload, scheduling, results reports | Sales and reminders on a channel people read |
| Click-to-WhatsApp ads follow-up | Ad set-up with a WhatsApp destination, instant replies, lead qualification | Paid clicks become conversations. See [click-to-WhatsApp ads](/blog/click-to-whatsapp-ads-guide/) |
| AI agents | Bots on WhatsApp, Messenger and Instagram with knowledge, guardrails and human handover | Routine questions answered at any hour. See [WhatsApp AI agents](/blog/whatsapp-ai-agent-customer-service/) |
| Managed inbox | Your agents answer on the client's behalf in a shared inbox | Faster replies without hiring |
| CRM and system integration | Contacts, deals and orders synced both ways. See [CRM integration](/blog/whatsapp-crm-integration-guide/) | One customer record |
| Reporting | Monthly delivery and conversation reports with your brand | Proof of value |

For a CRM consultancy, the integration and AI-agent packages are the natural entry. For a creative agency, campaigns and ad follow-up come first.

## How does the Meta partner model affect an agency?

Meta defines three partner types, and an agency normally sits under one of them rather than becoming one. Meta describes Solution Partners as Meta Business Partners providing a full range of WhatsApp Business Platform services, and says that becoming one is a lengthy process.

| Type | Credit line | How clients pay Meta |
|---|---|---|
| Solution Partner | Yes, extendable to clients | Partner can invoice clients; clients need not add a payment method |
| Tech Provider | No | Clients add their own payment method after onboarding |
| Tech Partner (a Tech Provider on the path to Meta partnership) | No | As for Tech Providers |

Running your own integration also means business verification, App Review and engineering. Our guide to [becoming a WhatsApp Business API reseller](/blog/become-whatsapp-business-api-reseller/) compares the two routes. BroadNet is an official Meta Business Solution Provider, so agencies on the platform use that status.

## How do you onboard a client?

Each client should own its WhatsApp assets and go through Embedded Signup, Meta's onboarding flow, from your branded console. The steps:

1. **Agree scope and consent duties** in a written agreement, including who owns the WhatsApp account, number and templates.
2. **Collect basics:** legal name, website, category, the number to use and a Facebook-logged-in admin from the client.
3. **Run Embedded Signup.** The client creates or selects its WhatsApp Business Account and number and grants the platform access.
4. **Verify the business.** Meta states that verification is needed for higher messaging limits and Official Business Account status. We prepare and file the submission with you; Meta decides.
5. **Submit the display name and first templates** for approval. See [template categories](/blog/whatsapp-template-categories-approval/).
6. **Connect Messenger and Instagram** through the client's Page and Professional account, with the client granting access.
7. **Test with verified numbers, then launch** one use case first.

A number already in use on WhatsApp cannot be registered until it is deleted, unless it is connected through coexistence; see [WhatsApp coexistence](/blog/whatsapp-coexistence-business-app-api/) and the [phone number guide](/blog/whatsapp-business-phone-number-guide/). Use the [readiness checklist](/tools/whatsapp-api-readiness-checklist/) in the first client call.

## What can you do on Instagram and Messenger?

Agencies can run DMs in a shared inbox and automate replies, within each platform's rules. Meta's Instagram documentation says API sending targets customers who have messaged the business, and apps that process messages for other businesses must pass App Review, including showing a path to a human agent where a custom inbox exists.

That is why most agencies use a platform that has already completed these steps. On OmniChannels.ai, Instagram DMs reach the shared inbox and API sending is to people who have messaged the business; Messenger replies sit in the same inbox, with bulk, personalised and scheduled sends within Meta's messaging rules. Read [Instagram DM automation](/blog/instagram-dm-automation-guide/) and the [Messenger guide](/blog/facebook-messenger-for-business-guide/).

## How should an agency bill for messaging?

Keep Meta's per-message charges separate from your service fee. Meta bills per delivered message by category and market, and rates change, so clients should see what is fixed and what moves with volume.

| Model | How it works | Best for | Watch out |
|---|---|---|---|
| Pass-through plus fee | Client pays usage at cost, plus a monthly service fee | Clients wanting transparency | Usage surprises; set alerts |
| Bundled retainer | One fee covers management and a message allowance | Small clients | Overage terms; heavy months |
| Usage with markup on SMS and other channels | Retail rates set by you per channel | Multi-channel clients | WhatsApp is charged at Meta's rate, so margin comes from other channels |
| Project plus support | Fixed set-up fee, then support hours | One-off builds | Recurring revenue is thin |

On OmniChannels.ai, WhatsApp is charged at Meta's rate with zero markup, so an agency's margin comes from services and other channels such as SMS. Sub-accounts have their own credit, with prepaid or postpaid control and a margin view. Model client costs with the [WhatsApp pricing calculator](/tools/whatsapp-pricing-calculator/) and the [reseller margin calculator](/tools/reseller-margin-calculator/), and read [reseller margins and pricing](/blog/messaging-reseller-margins-pricing/).

## What does white-label cover?

White-label means the console, dashboard, billing, invoices and delivery reports carry your logo, domain and colours. Each client gets a sub-account with its own credit, sender IDs, rate card, users and webhooks, and you hold reseller, executive and user roles.

The programme pages explain the details: [agency programme](/partners/agencies/), [white-label WhatsApp](/partners/white-label-whatsapp/) and the [reseller programme](/partners/resellers/). For broader models, see the [white-label reseller guide](/blog/white-label-messaging-reseller-guide/).

## What are the agency's compliance responsibilities?

The business behind the account is responsible for its activity, and the agency operating it shares the practical duty to do it right. Meta's terms make the business responsible for all activity under its account and allow suspension when Meta determines that a business or its clients breached the terms.

- **Consent:** store when, where and how each contact opted in. See [opt-in and consent](/blog/opt-in-consent-multichannel-campaigns/).
- **Template categories:** use marketing, utility and authentication correctly.
- **Quality:** unwanted messages lower a number's quality rating and limits. Read [messaging limits and quality](/blog/whatsapp-messaging-limits-quality-rating/).
- **AI:** Meta's terms restrict AI providers from the platform where general-purpose AI is the primary functionality offered. Build narrow business agents with a human handover.
- **Contracts:** cover asset ownership, data processing and offboarding.

This is general guidance, not legal advice.

## A 30-day launch plan

Treat the first month as a pilot with two clients. Approvals sit with Meta, so build in slack.

| Week | Actions |
|---|---|
| 1 | Choose two pilot clients and one use case each. Sign agreements. Collect business documents. Set up your white-label domain and brand |
| 2 | Run Embedded Signup. Submit business verification, display names and templates. Prepare opt-in capture. Build a first bot flow |
| 3 | Test with verified numbers. Connect the CRM. Train your agents on the inbox. Write the monthly report format |
| 4 | Launch one campaign or bot per client. Review quality rating, replies and opt-outs. Price the package for client three |

## Worked example: a Caracas CRM agency

"Andes CRM" (synthetic) implements CRMs for retail and service firms in Venezuela and wants to sell WhatsApp, Messenger and Instagram AI agents to them.

- It signs up as an agency partner and brands the console on its domain.
- Client A, a clinic, onboards its own WhatsApp number and a booking bot; Client B, a furniture shop, connects Instagram and WhatsApp to its CRM.
- The agency charges a set-up fee, a monthly retainer for bot maintenance and passes Meta usage through at cost.
- Every bot hands over to a person, and the shop stores consent in its CRM.
- Monthly, the agency sends each client a branded report of conversations, handovers and opt-outs.

## What mistakes do agencies make?

- **Registering the agency's own number for a client.** Clients should own their assets.
- **Promising approval dates.** Meta decides.
- **Bundling Meta charges into a flat fee with no cap.** One busy month can erase margin.
- **Skipping opt-in.** Imported lists without consent risk quality and bans.
- **Building one general bot for everyone.** Narrow, tested flows work better and comply better.
