answer: "To send bulk SMS in Rwanda, use a provider with routes to MTN Rwanda and Airtel Rwanda, set up an alphanumeric sender ID (up to 11 characters) through the operators, and send marketing only to people who gave documented consent under Law No. 058/2021 on personal data. Keep OTPs and payment alerts separate from promotions, include opt-out wording, and write in plain GSM-7 where you can to stay at 160 characters."
takeaways: ["RURA, the Rwanda Utilities Regulatory Authority, is the telecom regulator in our data; sender IDs are set up through the operators, with alphanumeric IDs of up to 11 characters and a typical lead time of 5 to 7 business days.", "Law No. 058/2021 on the protection of personal data and privacy governs how you use phone numbers; consent must be freely given, specific, informed and unambiguous, and people can object to direct marketing at any time.", "Our regulation data calls for verifiable opt-in, timestamped consent records kept for at least 12 months and produced on regulator request, and opt-out wording in every promotion.", "Two mobile networks appear in our coverage data, both with direct routes: MTN Rwanda (635-10) and Airtel Rwanda (635-13).", "English and plain Kinyarwanda fit the GSM 7-bit alphabet (160 characters, 153 per part); French accents such as ê, â or ç and emoji can force Unicode at 70 (67)."]
faq:
  - q: "Is bulk SMS legal in Rwanda?"
a: "Yes, businesses send OTPs, alerts and marketing by SMS through licensed operators. There is no single statute called a bulk SMS law, so rules come from the regulator, operator policy and the personal data law. Use a registered sender ID, send marketing only to people who agreed and keep records you can produce on request."
  - q: "Do I need to register a sender ID in Rwanda?"
a: "Plan on it. Our regulation data says sender IDs are set up through the operators, with BroadNet confirming the current requirements during onboarding and a typical lead time of 5 to 7 business days. Requirements and timing are not guaranteed, so test delivery on both networks before a launch."
  - q: "Does Rwanda's data protection law apply to SMS marketing?"
a: "A mobile number linked to a person is personal data, so Law No. 058/2021 applies to the way you collect and use it. For marketing, treat documented consent as the basis, and honour a request to stop direct marketing. Ask a Rwandan lawyer about edge cases such as existing customers."
  - q: "Is there a do-not-disturb register in Rwanda?"
a: "Our regulation data says do-not-disturb suppression is applied where the regulator runs a registry, and we have not found a national register for promotional SMS. Do not rely on one. Keep your own suppression list and apply every opt-out across campaigns and channels."
  - q: "Does Kinyarwanda text use GSM-7 or Unicode?"
a: "Kinyarwanda is written in Latin letters without special characters, so plain text fits the GSM 7-bit alphabet and one message holds 160 characters. Emoji, curly quotes and some accented French letters switch the whole message to Unicode, which holds only 70. Check the final copy in a character counter."
  - q: "How long does sender ID registration take in Rwanda?"
a: "Our published lead time for Rwanda is 5 to 7 business days. That is a typical range, not a promise. Operators review each application and missing company documents can add time, so build the lead time into your launch plan."

# Bulk SMS in Rwanda: RURA, Sender ID and Data Protection

Canonical: https://omnichannels.ai/blog/bulk-sms-rwanda-guide/
Language: en
Publisher: OmniChannels.ai by BroadNet Technologies

This guide is for fintech, retail, logistics and public-service teams that want to send business SMS to mobile numbers in Rwanda: OTPs, payment alerts, delivery updates, reminders and promotions. It explains who regulates what, how sender IDs work, what Law No. 058/2021 means for consent, and how Kinyarwanda, English and French text affect message length. It is a practical overview, not legal advice; confirm requirements with Rwandan counsel and the operators before launch.

## What rules apply to bulk SMS in Rwanda?

Three layers apply: the telecom regulator and operator policy, the personal data law, and your own consent records. None is a single "bulk SMS law", so you assemble the picture from each.

| Layer | What it covers | Where to check |
|---|---|---|
| RURA and the operators (MTN Rwanda, Airtel Rwanda) | Telecom regulation, sender ID set-up, routes, filtering | [rura.rw](https://www.rura.rw/) |
| Law No. 058/2021 | Personal data and privacy: consent, data subject rights, direct marketing objections | [DataGuidance Rwanda](https://www.dataguidance.com/jurisdiction/rwanda) |
| Your consent records | Proof of when, how and for what each number agreed | Your own system |

Our regulation data lists RURA as the regulator and records that sender ID requirements are set by the operators, so the rule that matters on launch day is the one your operator route enforces. Published commentary names the National Cyber Security Authority (NCSA) as the supervisory body for the data protection law; check its current guidance.

## What does Law No. 058/2021 require before you send?

You need a lawful basis for each number you message, and for marketing that basis is consent. Law No. 058/2021 is Rwanda's law on the protection of personal data and privacy. According to a PwC Rwanda alert, it defines consent as freely given, specific, informed and unambiguous, and the Data Protection Commissioner has ruled that consent buried in general terms does not cover commercial marketing. The same alert notes that people can ask a controller to stop processing their data for direct marketing at any time.

Our regulation data adds the operating rules: opt-in must be verifiable, consent records are kept for at least 12 months and produced on regulator request, and every promotion carries opt-out wording. A safe routine follows:

1. **Capture consent with a record:** the exact wording shown, the date and time, the channel and the number.
2. **Say who is sending and why** at sign-up, for example "Offers from Kigali Fresh by SMS".
3. **Keep marketing consent separate** from terms of sale, so a ticket or account sign-up does not silently become a promotional opt-in.
4. **Honour opt-outs immediately** and keep the suppression list across campaigns and channels.
5. **Do not buy lists.** Purchased numbers have no consent trail.

For wording, our [opt-in consent generator](/tools/opt-in-consent-generator/) drafts a consent text, and the guide to [opt-in consent across channels](/blog/opt-in-consent-multichannel-campaigns/) shows how to record it.

## How does sender ID registration work in Rwanda?

Business SMS to Rwanda uses an alphanumeric sender ID of up to 11 characters, which shows your brand instead of a number. Our regulation data lists numeric long codes as available on select networks and says the requirements are set by the operators and confirmed at onboarding. Our published lead time is 5 to 7 business days; treat it as typical, not guaranteed.

| Step | What to do |
|---|---|
| 1. Classify | Decide which traffic is transactional (OTP, alerts) and which is promotional, and plan one sender ID for each |
| 2. Choose names | Use your registered business or brand name; avoid names that imitate banks, mobile money services or operators |
| 3. Prepare documents | Business registration papers and an authorisation letter naming the sender IDs and your provider |
| 4. Submit | Your provider files with the operators; track each approval |
| 5. Test | Send an OTP and a promotion to MTN and Airtel handsets |

Our [sender ID letter generator](/tools/sender-id-letter-generator/) drafts the authorisation letter, and you can check the current position with the [sender ID checker](/tools/sender-id-checker/) or the [Rwanda sender ID page](/sender-id/rwanda/). If you want us to prepare and file the registration with you, see [registrations](/services/registrations/); approval decisions stay with the operators and regulators. Background on formats is in our guide to [sender ID types](/blog/sms-sender-id-types-explained/).

## Which operators carry SMS in Rwanda?

Two mobile networks appear in our coverage data, each with a direct route:

| Operator | MCC-MNC |
|---|---|
| MTN Rwanda | 635-10 |
| Airtel Rwanda | 635-13 |

With two networks, a weak result on one is easy to miss in a blended average. Read delivery reports per operator, and use our guide to [improving SMS delivery rates](/blog/sms-not-delivered-improve-delivery-rate/) to diagnose problems.

## How should you separate OTP and promotional traffic?

Keep OTPs, payment confirmations and other service messages on a transactional sender ID and route, and promotions on their own. Mobile money and banking apps depend on login and payment codes, so a promotion inside an OTP puts those codes at risk if the route is filtered.

| Traffic | Example | Practice |
|---|---|---|
| Transactional | OTP, payment confirmation, delivery alert | No promotion inside; own sender ID; any hour |
| Promotional | Sale, new product, loyalty offer | Consented numbers only; opt-out in the message; daytime schedule |
| Mixed | "Your parcel shipped. Get a discount on your next order" | Avoid; the offer makes it promotional |

For OTP content and security, read our [OTP authentication messages guide](/blog/otp-authentication-messages-guide/) and the [OTP glossary entry](/glossary/otp/).

## How do Kinyarwanda, English and French affect SMS length?

Plain English and Kinyarwanda fit the default GSM 7-bit alphabet, so one message holds 160 characters (153 per part when split). Rwanda has Kinyarwanda, English, French and Swahili as official languages, and French is where length surprises happen. The GSM alphabet includes é, è, ù and à, but not lowercase ê, â, î, ô, û or ç, so one of those letters switches the whole message to Unicode with 70 characters (67 per part). See [GSM-7](/glossary/gsm-7/) and [concatenated SMS](/glossary/concatenated-sms/) for definitions.

| Encoding | Single message | Per part when concatenated |
|---|---|---|
| GSM 7-bit | 160 characters | 153 |
| Unicode (UCS-2) | 70 characters | 67 |

These examples were counted against the limits. The Kinyarwanda line is illustrative; have a native speaker review production copy.

| Message | Encoding | Characters | Parts |
|---|---|---|---|
| `Your code is 482913. Do not share it with anyone. Kigali Fresh` | GSM-7 | 62 | 1 |
| `Kode yawe ni 482913. Ntuyihe undi muntu. Kigali Fresh` | GSM-7 | 53 | 1 |
| `Kigali Fresh: Order #1042 is on its way. Delivery today before 5pm. Help: 0788 000 000` | GSM-7 | 86 | 1 |
| `Kigali Fresh: votre commande #1042 arrive demain avant 17h. Merci!` | GSM-7 | 66 | 1 |
| `Kigali Fresh: votre commande #1042 arrivera demain avant 17h. Merci pour votre confiance, à bientôt ! ✓` | Unicode | 103 | 2 |

The last row shows the cost of a single ô and a check mark: a message of about 100 characters that would otherwise sit in one part now needs two. Check final copy in the [SMS character counter](/tools/sms-character-counter/). For other scripts see [SMS character limits and Unicode](/blog/sms-character-limits-unicode-arabic/).

## When should you send?

We have not found a regulator-published time-of-day window for promotional SMS in Rwanda, and our regulation data records none. Agree sending hours with your provider and the operators, send promotions in local daytime (Central Africa Time, UTC+2) and avoid late evenings. OTPs and alerts can go at any hour. The [send time planner](/tools/send-time-planner/) helps schedule campaigns, and our [SMS marketing rules by country](/blog/sms-marketing-rules-by-country/) article compares hours across markets.

## A worked example: a Kigali grocery delivery service

"Kigali Fresh" (synthetic) delivers groceries and wants OTPs for its app, order alerts and a weekly offer.

- It sets up two sender IDs, one for transactional and one for promotional traffic, and tests both on MTN and Airtel.
- It collects marketing consent in the app with separate wording from its terms of sale, storing the text shown, timestamp and number.
- OTPs and order alerts use plain English, French or Kinyarwanda at 160 characters or fewer, avoiding French letters that force Unicode.
- The weekly offer is checked against the suppression list, scheduled for local daytime and sent with opt-out wording.
- Opt-outs from replies and links feed one suppression list that also covers WhatsApp and email.

## Should you add WhatsApp alongside SMS in Rwanda?

Use SMS for reach and urgent codes, and add WhatsApp where customers already chat with you and have opted in. SMS works on every handset without data, while WhatsApp messages sent outside the 24-hour customer service window must use a Meta-approved template in the marketing, utility or authentication category. Keep one consent record per channel and one shared suppression list. Our guide to [sending WhatsApp marketing messages](/blog/how-to-send-whatsapp-marketing-messages/) explains the requirements, and the [WhatsApp Business API page](/channels/whatsapp-business-api/) shows what we support.

## Launch checklist for Rwanda

1. Write down which messages are transactional and which are promotional, and give each its own sender ID.
2. Start sender ID registration early; our published lead time is 5 to 7 business days and approval stays with the operators.
3. Build the sign-up flow that records wording, timestamp, channel and number, and test that an opt-out reaches the suppression list.
4. Prepare final copy in each language, count it in the [SMS character counter](/tools/sms-character-counter/) and keep OTPs inside one part.
5. Send test messages to every network (MTN and Airtel) and compare delivery reports per operator.
6. Schedule promotions for local daytime and keep OTPs and alerts on the transactional route.
7. Review delivery, opt-out and complaint rates after the first campaign before you scale.

## What are the common mistakes?

- **Treating a purchase as consent.** Agreeing to terms of sale is not agreeing to promotions.
- **No consent evidence.** Without a timestamp and source you cannot answer a regulator request.
- **Look-alike sender names.** Names that imitate banks, mobile money services or operators risk blocking.
- **One accent or symbol in every message.** It turns a 160-character message into a 70-character one.
- **Mixing OTP and promotion on one sender ID.**
- **Treating lead times as promises.** Plan buffer beyond 5 to 7 business days.

## How OmniChannels.ai helps
