answer: "To send bulk SMS in Nigeria, register an alphanumeric sender ID (up to 11 characters, approved through the NCC process and a licensed aggregator, typically one per use case), keep verifiable consent for marketing, respect the NCC Do-Not-Disturb registry (2442) for promotional traffic, and send over a route that reaches MTN, Airtel, Glo and T2. Keep marketing to daytime hours and send OTPs as transactional traffic."

faq:
  - q: "How do I send bulk SMS in Nigeria?"
a: "Choose a provider with licensed routes into Nigeria, register an alphanumeric sender ID for each use case, upload recipients with proof of consent, and send through a web console or API. Promotional traffic is subject to the NCC Do-Not-Disturb registry, so keep consent records and an opt-out in every marketing message."
  - q: "What is the NCC DND service in Nigeria?"
a: "The Do-Not-Disturb service is run under the Nigerian Communications Commission. A subscriber texts STOP to 2442 to block unsolicited promotional messages, can text a category number to 2442 to keep wanted categories such as banking or education, and can send ALLOW to opt out of DND. The NCC describes it as free."
  - q: "How long does sender ID registration take in Nigeria?"
a: "Our published lead time for Nigeria is 5 to 10 business days, but approval rests with operators and the regulator, so we cannot guarantee a date. Complete company documents and a clear use case reduce back-and-forth. See the Nigeria sender ID page for the current requirements."
  - q: "Can I send OTP SMS to Nigerian numbers?"
a: "Yes, OTPs are sent as transactional traffic over a registered sender ID. Keep the message short, put the brand name and code first, set a short validity period and protect the form against abuse. A route with direct operator connections gives the most predictable delivery."
  - q: "Which networks matter for SMS in Nigeria?"
a: "MTN Nigeria, Airtel, Glo and T2 are the four networks in our coverage data. T2 is the former 9mobile, rebranded in August 2025 after its takeover by LH Telecommunications. Delivery should be monitored per operator, because sender ID approval is handled per network."
  - q: "Is there a time restriction for promotional SMS in Nigeria?"
a: "We apply a conservative sending window of 08:00 to 20:00 West Africa Time for promotional traffic and recommend you do the same. Transactional messages such as OTPs can go at any time. Confirm the current position with the regulator and your provider at onboarding, as rules and operator policies change."

# Bulk SMS Nigeria: Sender ID, DND Rules and OTP Best Practice

Canonical: https://omnichannels.ai/blog/bulk-sms-nigeria-guide/
Language: en
Publisher: OmniChannels.ai by BroadNet Technologies

This guide is for businesses, banks, fintechs and platforms that want to message Nigerian customers by SMS. It covers the rules that decide whether messages arrive, how to set up sender IDs, how to treat promotional and transactional traffic and what to do for OTPs.

## What do you need to send bulk SMS in Nigeria?

You need four things: a registered sender ID, lawful consent for marketing, a route that reaches all four major networks and a clear split between promotional and transactional traffic. Without them, messages are blocked, replaced or suppressed.

The regulator is the Nigerian Communications Commission (NCC). Our pages for [Nigeria sender ID registration](/sender-id/nigeria/) and [Nigeria SMS pricing](/sms-pricing/nigeria/) show the current requirements and indicative list prices; we do not print prices in articles.

## Which networks cover Nigeria?

Four networks carry most SMS in our Nigeria coverage data. All are reached over direct routes.

| Network | Notes |
|---|---|
| MTN Nigeria | Direct route; sender ID approved per network |
| Airtel | Separate sender ID approval |
| Glo | Separate sender ID approval |
| T2 | Formerly 9mobile; rebranded in August 2025 after its takeover by LH Telecommunications |

Sender ID approval is handled per network, so a message can arrive on one operator and not another. Always report delivery per operator. Background on how delivery works is in [what is A2P SMS](/blog/what-is-a2p-sms/).

## How does sender ID registration work in Nigeria?

Alphanumeric sender IDs are up to 11 characters and require approval through the NCC process and a licensed aggregator. Registration is typically made per use case, so a bank might register one ID for OTPs and another for promotions.

A practical procedure:

1. **Choose the ID.** Use your brand name. Avoid names that imply a bank, a government body or another company you do not represent.
2. **Declare the use case:** transactional (OTP, alerts, receipts) or promotional.
3. **Prepare documents.** Company registration, a letter of authorisation where required and sample messages. Our [sender ID letter generator](/tools/sender-id-letter-generator/) helps with the letter.
4. **File the request.** Our team prepares and files the registration with you through the [registration service](/services/registrations/).
5. **Wait for operator approvals.** Our published lead time for Nigeria is 5 to 10 business days; approval decisions stay with the operators and the regulator, so we cannot promise a date.
6. **Test on all four networks** before you launch, using your own handsets.

Unregistered IDs may be rejected or replaced with a numeric sender, which hurts trust and OTP completion. Short codes need additional approval and take longer than alphanumeric IDs, so plan them separately.

## What is the NCC Do-Not-Disturb service?

DND is a free service under which a subscriber blocks unsolicited promotional SMS. According to the NCC's consumer portal:

- STOP to 2442 activates full DND;
- a category number from 1 to 11 sent to 2442 lets the subscriber keep chosen categories, for example 1 for banking, insurance and financial products, 3 for education or 11 for news alerts;
- ALLOW opts out of DND, STATUS shows the current setting and HELP gives assistance.

For senders, the lesson is simple: promotional traffic to numbers on the registry is suppressed. Respect the registry, tell recipients how to stop messages and do not relabel marketing as transactional to avoid it. Operators and regulators treat this as abuse, and a blocked sender ID affects all your traffic. Our [DND registry](/glossary/dnd-registry/) entry gives the general concept.

## What are the consent and data protection rules?

Marketing needs consent you can prove. The NCC says telecom subscribers' numbers and personal details may not be collected or used by telemarketers without permission unless the law provides otherwise, and it warns that illegal harvesting can lead to prosecution. Subscribers can report it to the NCC on the toll-free line 622.

The Nigeria Data Protection Act 2023 sits alongside the telecom rules and is overseen by the Nigeria Data Protection Commission. Commentators describe it as giving individuals a right to object to the processing of their data for direct marketing. Practical steps:

- Record consent source, timestamp and channel, and keep the records for at least 12 months, as our regulations data recommends.
- Include a simple opt-out, such as STOP, in every promotional message and honour it across your lists.
- Do not buy lists. Numbers collected without consent create legal and delivery risk.
- Have a lawyer in Nigeria review your consent wording for your sector, particularly in banking and insurance.

Our [consent generator](/tools/opt-in-consent-generator/) and the guide to opt-in and consent help you set up the process.

## When can you send promotional messages?

Send promotional messages in the daytime. We apply a conservative window of 08:00 to 20:00 West Africa Time for promotional traffic and recommend you follow it; transactional messages such as OTPs and payment alerts can go at any time. Confirm the current position with your provider at onboarding, because operator policies and regulator guidance change.

The send-time planner helps you align campaigns to local patterns, for example pay-day timing or Friday prayers.

## What are the best practices for bulk SMS in Nigeria?

- **Name your brand first** in the message, so recipients recognise you before opening it.
- **Keep it short.** Plain GSM characters fit 160 characters per segment; non-GSM characters reduce this. Check with the SMS character counter.
- **Avoid shared public link shorteners.** Use a domain you own.
- **Segment lists** by consent source and last interaction, and remove numbers that repeatedly fail.
- **Clean numbers** with HLR lookup before big sends.
- **Separate traffic types** into different sender IDs and routes.
- **Track delivery per operator** and investigate drops quickly; our guide on SMS not delivered gives a diagnostic order.
- **Prefer direct routes.** Cheap bypass routes get filtered; see grey route vs direct route.

## How should you send OTPs in Nigeria?

Send OTPs as transactional traffic from a dedicated registered sender ID, on a direct route. A late or missing OTP is a lost sign-in or payment.

Checklist:

1. Put brand and code at the start: "BrandX: your code is 123456. Valid 5 minutes."
2. Use a short validity and a single-use code.
3. Do not include marketing text or links in OTP messages.
4. Limit requests per number, device and IP and cap spend per country, to stop SMS pumping fraud.
5. Add a fallback, for example WhatsApp authentication templates for users who have WhatsApp. See OTP and authentication messages.

## Worked example: a Lagos fintech launches

"Eko Pay" (synthetic) is a wallet app in Lagos. It registers two sender IDs: one for transactional alerts and OTPs, one for promotional offers. Before launch, it collects marketing consent in the app and stores timestamp and channel. It sends OTPs and receipts at any hour, and promotions between 08:00 and 20:00 WAT, each with a STOP instruction.

During testing it finds that one operator delays OTPs in the evening. It reports the pattern with message IDs to its provider, keeps a WhatsApp fallback for the affected users and watches the per-operator delivery report weekly.

## What are the common mistakes?

- Sending promotional traffic over a transactional sender ID.
- Ignoring DND and then wondering why campaigns underdeliver.
- Registering the ID on one network and assuming it works on all four.
- Using an unregistered brand name that matches another company.
- Keeping consent records only in a spreadsheet nobody can find.
- Relying on one delivery figure for the whole country.
