faq:
  - q: "Is bulk SMS legal in Kenya?"
a: "Yes, businesses can send bulk SMS, subject to telecom and data protection rules. Marketing needs the recipient's consent, messages should identify the sender, and recipients must be able to opt out. The Communications Authority regulates telecom services and the Office of the Data Protection Commissioner enforces the Data Protection Act 2019."
  - q: "Do I need to register a sender ID in Kenya?"
a: "Alphanumeric sender IDs of up to 11 characters are supported on Safaricom and Airtel Kenya, and numeric long codes on select networks. Requirements are set by the operators, so we confirm the current process during onboarding and prepare and file the registration with you. Our published lead time is 5 to 7 business days, but approval is not guaranteed."
  - q: "What are the permitted hours for promotional SMS in Kenya?"
a: "The Communications Authority's consumer protection guidelines have been reported to allow promotional messages only between 07:00 and 19:00, and we apply that window to marketing traffic. Transactional messages such as OTPs and payment alerts are sent at any hour. Confirm the latest position with your provider at onboarding."
  - q: "Do I need consent to send marketing SMS in Kenya?"
a: "Yes. Under section 37 of the Data Protection Act 2019, personal data may not be used for commercial purposes without consent or authorisation by written law, and the Data Protection (General) Regulations 2021 treat sending an electronic message to a person using their personal data as commercial use. Keep timestamped consent records."
  - q: "Which networks should I test for SMS in Kenya?"
a: "Test Safaricom, Airtel Kenya and Telkom Kenya, the three operators in our coverage data. Sender ID display and delivery can differ between networks, so send test messages to your own handsets on each and track delivery per operator."
  - q: "Can I send payment or delivery notifications by SMS?"
a: "Yes. Alerts about a customer's own transaction, delivery or appointment are transactional messages, sent from a dedicated sender ID and kept free of promotional content. Keep them short, put your brand name first and avoid unfamiliar links, since links in short messages are a common reason for filtering."

# Bulk SMS Kenya: Rules, Sender IDs, Operators and Best Practice

Canonical: https://omnichannels.ai/blog/bulk-sms-kenya-guide/
Language: en
Publisher: OmniChannels.ai by BroadNet Technologies

This guide is for companies sending SMS to customers in Kenya: banks and fintechs, retailers, schools, logistics firms and platforms. It sets out the rules that matter, how sender IDs and networks work and how to design transactional and promotional traffic that arrives.

## What do you need to send bulk SMS in Kenya?

You need a route that reaches all three main networks, a sender ID whose requirements you have confirmed with the operators, consent for marketing and a split between promotional and transactional traffic. Our pages for [Kenya sender ID](/sender-id/kenya/) and [Kenya SMS pricing](/sms-pricing/kenya/) show the current requirements and indicative list prices. We never print prices in articles.

The telecom regulator is the Communications Authority of Kenya (CA). Personal data rules come from the Data Protection Act 2019, enforced by the Office of the Data Protection Commissioner (ODPC).

## Which operators cover Kenya?

Three networks appear in our coverage data, each reached by a direct route.

| Network | Notes |
|---|---|
| Safaricom | Alphanumeric sender IDs supported |
| Airtel Kenya | Alphanumeric sender IDs supported |
| Telkom Kenya | Direct route in our coverage data |

Numeric long codes are available on select networks. Because display and filtering can differ by operator, test each one with your own handsets before launch and monitor delivery per network. For how a message gets from your application to a handset, read [what is A2P SMS](/blog/what-is-a2p-sms/).

## How do sender IDs work in Kenya?

Alphanumeric sender IDs show your brand name instead of a number, up to 11 characters. The requirements are set by the operators and can change, so we confirm the current process with you during onboarding.

A practical approach:

1. Pick your brand name or an obvious abbreviation. Do not use another company's name.
2. Decide which traffic uses it: transactional (OTP, receipts, delivery notices) or promotional. Use separate IDs where possible.
3. Gather company documents and sample messages.
4. Ask us to prepare and file the registration with you. See the [registration service](/services/registrations/). Our published lead time is 5 to 7 business days; operators decide, so it is not a guarantee.
5. Test on Safaricom, Airtel Kenya and Telkom Kenya and keep the screenshots.

The [sender ID checker](/tools/sender-id-checker/) summarises per-country rules. If a sender ID shows as a number or fails on one network, see our diagnostic guide on [SMS not delivered](/blog/sms-not-delivered-improve-delivery-rate/).

## What consent and data protection rules apply?

Use personal data for marketing only with consent. Section 37(1) of the Data Protection Act 2019 prohibits the use of personal data for commercial purposes unless the data subject has consented or a written law authorises it. The Act requires consent to be express, unequivocal, free, specific and informed. Under the Data Protection (General) Regulations 2021, sending an electronic message to a person using their personal data counts as commercial use, according to published legal commentary on regulation 14. The ODPC has fined companies for breaches of section 37.

In practice:

- **Collect opt-in at the source:** a ticked box that is not pre-ticked, with the purpose stated ("offers by SMS from Brand").
- **Log it:** number, timestamp, channel and wording. Our guidance is to keep records for at least 12 months and be able to produce them on request.
- **Honour opt-outs** quickly across every list.
- **Do not buy lists** or message numbers collected for another purpose.
- **Review with local counsel** if your sector (banking, insurance, health) has extra rules.

Use the [opt-in consent generator](/tools/opt-in-consent-generator/) to draft wording, and read opt-in and consent for multichannel campaigns.

## What are the opt-out and timing rules?

Include opt-out wording in every promotional SMS and keep marketing to daytime. Our regulations data records the following for Kenya: every promotional message must include STOP or equivalent opt-out wording, and the CA's consumer protection guidelines allow promotional messages only between 07:00 and 19:00, while transactional messages can go at any time. Press reports on the guidelines describe the same 07:00 to 19:00 window.

Reports of the guidelines differ on whether marketing requires prior opt-in rather than relying on opt-out. The safe approach, and the one required by the Data Protection Act in any case, is to have opt-in consent **and** give an easy way to stop. Confirm the latest text with the CA and your provider, because guidance is updated.

The send-time planner helps you place campaigns in the permitted window.

## What are the use cases for SMS in Kenya?

SMS works where the customer needs to act now and may not have data or an app open.

| Use case | Type | Notes |
|---|---|---|
| Sign-in and payment OTPs | Transactional | Short validity, single use, brand first |
| Payment and account alerts | Transactional | Only about the customer's own transaction |
| Delivery and pick-up notices | Transactional | Include order reference; avoid shortened links |
| Appointment and fee reminders | Transactional | Respect opt-out; send in daytime hours |
| Offers and promotions | Promotional | Consent, opt-out line, 07:00 to 19:00 |
| Surveys and feedback | Promotional or service | Two-way SMS lets customers reply |

For OTP design, read OTP and authentication messages, and protect any form that sends SMS against SMS pumping.

## How do you keep delivery high in Kenya?

- **Validate numbers** with HLR lookup before large sends.
- **Keep messages short** and put the brand first. Swahili and English fit GSM characters, but any special characters change encoding and segment counts; check with the SMS character counter.
- **Use a link domain you own** rather than public shorteners.
- **Pick direct routes.** Bypass routes may be cheap but get filtered; see grey route vs direct route.
- **Add fallback** for critical alerts, such as WhatsApp then SMS.
- **Monitor per operator** and investigate drops the same day.

## Worked example: a Nairobi online store

"Duka Haraka" (synthetic) sells electronics online. It registers one sender ID for transactional messages (order confirmations, dispatch notices, OTPs) and one for promotions. At checkout it asks for marketing consent with an unticked box and stores the timestamp. Dispatch notices go out whenever an order moves; promotions go out between 07:00 and 19:00 with a STOP instruction.

After launch, delivery looks fine on two networks but dispatch notices lag on the third. The store sends message IDs and timestamps to its provider, which investigates the route. In the meantime the store sends order status through WhatsApp for customers who have opted in there.

## What mistakes should you avoid?

- Treating a phone number in your CRM as consent for marketing.
- Sending promotions in the evening because that is when engagement is high.
- Using one sender ID for OTPs and offers, so an offer complaint blocks your OTPs.
- Skipping tests on the smaller networks.
- Not recording consent, so you cannot answer an ODPC enquiry.
