answer: "The best WhatsApp Business API provider for Africa is the one that passes a clear checklist: official Meta Business Solution Provider status, English, French, Arabic and local-language templates, Meta's rate passed through without markup, SMS fallback to each country's networks with sender IDs handled for you, one inbox across markets, and help with Meta verification. Data protection law differs by country, so consent records and opt-outs matter everywhere."
takeaways: ["On Meta's rate card, Egypt, Morocco, Nigeria and South Africa are standalone markets; every other African country, including Kenya, is billed under Rest of Africa.", "Meta takes the market from the recipient's country calling code, so a campaign across Nigeria, Kenya and Ghana is billed in two markets; check the current rate card instead of any figure in an article.", "Each country has its own data protection law and authority, such as Nigeria's NDPA, South Africa's POPIA, Kenya's Data Protection Act 2019 and Egypt's Law 151/2020; keep timestamped consent records and apply opt-outs across channels.", "Meta lists templates in English variants (en_ZA, en_GH, en_UG), French (fr, fr_MA, fr_CI), Arabic (ar_EG, ar_MA), Swahili, Afrikaans, Zulu, Hausa and Kinyarwanda.", "SMS fallback rules vary: Nigeria restricts promotional A2P between 20:00 and 08:00 WAT, Kenya allows promotions from 07:00 to 19:00, and South Africa follows the WASPA Code windows."]
faq:
  - q: "Is there one WhatsApp Business API provider that works across Africa?"
a: "One official Meta Business Solution Provider can serve several African countries from one account set-up. What changes by country is the market on Meta's rate card, the data protection law, the template language and the SMS fallback rules. Use the checklist in this guide, and ask a provider to confirm each country you need in writing."
  - q: "How does Meta bill WhatsApp messages in Africa?"
a: "Meta charges per delivered message by category and by the recipient's market. Egypt, Morocco, Nigeria and South Africa each have their own market, and the other African countries share the Rest of Africa market. We pass Meta's rate through with zero markup. Check the pricing pages and the calculator, then confirm on Meta's current rate card."
  - q: "Which languages can I use for WhatsApp templates in Africa?"
a: "Meta lists English variants such as en_ZA, en_GH and en_UG, French as fr, fr_MA and fr_CI, Arabic as ar_EG and ar_MA, plus Swahili (sw), Afrikaans (af), Zulu (zu), Hausa (ha) and Kinyarwanda (rw_RW). Meta lists only pt_PT and pt_BR for Portuguese. Check Meta's current list before building templates, because it changes."
  - q: "Does Africa have one data protection law?"
a: "No. Each country has its own law and authority. Examples in our guides are the Nigeria Data Protection Act 2023, South Africa's POPIA, Kenya's Data Protection Act 2019, Egypt's Law 151/2020, Morocco's Law 09-08, Rwanda's Law 058/2021 and Tanzania's Personal Data Protection Act, 2022. Confirm requirements with your counsel for each country."
  - q: "Do I need an SMS sender ID in every African country?"
a: "Requirements differ. Our regulation data shows NCC and aggregator approval in Nigeria, NTRA and operator approval in Egypt, one sender ID per legal entity and use case in Morocco, and no pre-registration in South Africa under the WASPA Code. Most other markets are set by the operators. Our team prepares and files registrations with you, while approval stays with operators and regulators."

# Best WhatsApp Business API Provider in Africa (2026)

Canonical: https://omnichannels.ai/blog/best-whatsapp-business-api-provider-africa/
Language: en
Publisher: OmniChannels.ai by BroadNet Technologies

This guide is for banks, retailers, telcos, logistics firms and agencies that serve customers in more than one African country and search for the best WhatsApp Business API provider for the continent. You will be able to separate the app from the API, test any provider with a vendor-neutral checklist, read Meta's African pricing markets, and plan consent, languages and SMS fallback country by country. It is a practical overview, not legal advice.

## Should an African business use the WhatsApp Business app or the API?

Settle this first. The Business app is free and fits one phone. The API fits teams, systems and several countries. Our guide to [WhatsApp Business API vs the Business app](/blog/whatsapp-business-api-vs-business-app/) covers it in full. One Meta rule matters for planning: a number registered for the Cloud API cannot also be used with the WhatsApp app.

| Need | Business app | API through a provider |
|---|---|---|
| One shop, one phone | Fits | More than you need |
| Agents in several countries on one number or inbox | Limited | Shared inbox, assignment, tags |
| Order, payment and delivery messages from your systems | Manual | Template messages triggered automatically |
| Campaigns to opted-in customers | Manual broadcast lists | Scheduled campaigns with approved templates |
| Chatbot or AI agent with handover | No | Yes |
| SMS fallback where WhatsApp is not delivered | No | Configured per use case and country |

## How do you choose the best WhatsApp Business API provider for Africa?

"Best" depends on your countries and systems, so use criteria that apply to any provider.

| Criterion | What to ask |
|---|---|
| Official status | Is it an official Meta Business Solution Provider, using Embedded Signup so that you own your WhatsApp Business Account? |
| Languages | Templates with preview in English, French, Arabic and local languages where you need them |
| Several markets, one inbox | Can agents in different countries share one inbox, with assignment by market or language? |
| Pricing transparency | Is Meta's rate passed through at cost or marked up? Which fees are the provider's own, in writing? |
| SMS fallback by country | Direct operator routes, sender ID registration handled for you, fallback built into campaigns |
| Consent and data | Consent logging per country, opt-outs applied across channels, verifiable security certifications |
| API and integrations | REST API, webhooks, connectors for your store, payments or CRM systems |
| Onboarding help | Does the team prepare Meta verification and display name approval with you? |

Our [WhatsApp Business Solution Provider checklist](/blog/whatsapp-business-solution-provider-checklist/) gives a longer scorecard.

## How does Meta split Africa for pricing?

Meta bills per delivered message by category (marketing, utility, authentication, service) and by the recipient's market, taken from the country calling code. Per Meta's pricing documentation, Africa has four standalone markets and one regional group.

| Meta market | Countries |
|---|---|
| Own market | [Egypt](/whatsapp-pricing/egypt/), [Morocco](/whatsapp-pricing/morocco/), [Nigeria](/whatsapp-pricing/nigeria/), [South Africa](/whatsapp-pricing/south-africa/) |
| [Rest of Africa](/whatsapp-pricing/rest-of-africa/) | Forty further markets grouped by Meta, including Kenya, Ghana, Tanzania, Uganda, Rwanda, Côte d'Ivoire and Senegal |

If you send in Nigeria and Kenya, you pay each market's own rate; Kenya has no market of its own. Meta lists 16 billing currencies, chosen when the account is created; the list does not include every African currency, so ask your provider which currency you will be invoiced in. BroadNet charges WhatsApp at Meta's rate with zero markup and never prints rates in articles. See the [pricing guide](/blog/whatsapp-business-api-pricing-2026/) and the pricing calculator.

## What changes from one African country to the next?

Africa has no single data protection law. Each country has its own law and authority, and WhatsApp's Business Messaging Policy adds one rule everywhere: people must have opted in, and you must respect opt-outs.

| Country | Data protection law in our guides | Authority |
|---|---|---|
| Nigeria | Nigeria Data Protection Act 2023, with NCC telecom rules | Nigeria Data Protection Commission; NCC |
| South Africa | POPIA; section 69 restricts electronic direct marketing | Information Regulator; ICASA |
| Kenya | Data Protection Act 2019; section 37 on commercial use | ODPC; Communications Authority |
| Egypt | Personal Data Protection Law 151/2020 | NTRA for telecoms |
| Morocco | Law 09-08 | CNDP; ANRT |
| Algeria | Law 18-07 | ANPDP; ARPCE |
| Tunisia | Organic Law 2004-63 | INPDP; INT |
| Côte d'Ivoire and Senegal | Law 2013-450 (Côte d'Ivoire) and Law 2008-12 (Senegal) | ARTCI and the CDP |
| Rwanda | Law No. 058/2021 | RURA for telecoms |
| Tanzania | Personal Data Protection Act, 2022 | TCRA for telecoms |
| Uganda | Data Protection and Privacy Act 2019 | UCC for telecoms |

Our regulation data asks for verifiable opt-in in every one of these markets: consent source, timestamp and channel logged, records kept for at least 12 months in much of sub-Saharan Africa, and an opt-out in every promotion. Treat these as a baseline, and confirm each country's rules with local counsel.

## Which template languages does Meta support for Africa?

Meta lists several relevant languages: English variants `en_ZA`, `en_GH` and `en_UG`; French as `fr`, `fr_MA` and `fr_CI`; Arabic as `ar_EG` and `ar_MA`; and `sw` (Swahili), `af` (Afrikaans), `zu` (Zulu), `ha` (Hausa) and `rw_RW` (Kinyarwanda). Nigeria has no Nigeria-specific English variant on the list, so Nigerian brands usually submit `en`. Portuguese-speaking markets such as Angola and Mozambique use `pt_PT`, since Meta lists only `pt_PT` and `pt_BR` for Portuguese.

Meta says templates are Messaging account assets and that the same template name in several languages counts each version against the template limit. Pick the languages that carry most of your volume first. The [template categories guide](/blog/whatsapp-template-categories-approval/) explains approval.

## How should SMS fallback work across African countries?

Use SMS for messages whose value expires: delivery windows, payment confirmations, appointment reminders and one-time passcodes. Send on WhatsApp, wait for the delivery status and fall back to SMS if it is not delivered within your timeout. Do not fall back for marketing to someone who consented to WhatsApp only.

| Country | Sender ID and timing position in our regulation data |
|---|---|
| Nigeria | NCC and licensed aggregator approval, one ID per use case; promotional A2P restricted 20:00 to 08:00 WAT; NCC DND registry applies |
| Kenya | Set by the operators; promotions only from 07:00 to 19:00 under the Communications Authority guidelines |
| South Africa | No pre-registration under the WASPA Code, but the ID must identify your business; marketing barred on Sundays and public holidays and limited on Saturdays |
| Egypt | NTRA and operator approval, one ID per use case per entity; 7 to 14 business days |
| Morocco | One sender ID per legal entity per use case; Latin or Arabic characters |
| Other markets | Set by the operators and confirmed at onboarding; published lead times run from 5 to 14 business days and are not guarantees |

Where a regulator publishes no window, we found none for promotional SMS, so schedule promotions in local daytime. ## How do you roll out WhatsApp across several African countries?

- **Numbers.** Meta says new business portfolios start with a cap of two registered business phone numbers, and a number needs a country and area code and must be owned by you. A local number per major market builds trust, but it is a design choice, not a Meta rule.
- **Shared capacity.** Meta sets messaging limits at the business portfolio level, shared by all numbers, so one busy market can use the capacity of the others ([messaging limits guide](/blog/whatsapp-messaging-limits-quality-rating/)).
- **Verification.** Meta business verification uses official documents for your legal entity, with Meta's on-screen list as the final word. A group with entities in several countries should decide which entity owns the account.
- **Languages.** Write each template in the language your customers read; each version counts against the template limit.
- **Time zones.** Africa spans several time zones, so schedule campaigns in local daytime and route live chats to agents on shift.
- **One inbox.** Keep one thread per customer across WhatsApp and SMS, with assignment by market or language ([shared inbox guide](/blog/shared-inbox-whatsapp-instagram-email/)).
- **Consent.** Store the wording, time and source of every opt-in ([opt-in guide](/blog/opt-in-consent-multichannel-campaigns/)).

## A worked example: a Lagos fintech expanding to Kenya and Ghana

"PayKonnect" (synthetic) is a Lagos-based payments app expanding to Kenya and Ghana.

1. It moves from the Business app to the API so that support agents in three countries share one inbox.
2. It verifies the Nigerian company and registers a display name that matches its app.
3. Sign-up asks users to tick a WhatsApp consent box. The wording, time and source are stored per country.
4. Payment receipts and transfer alerts go out as utility templates in `en`, and one-time passcodes as authentication templates. Promotions go only to ticked users.
5. Passcodes and receipts fall back to SMS if WhatsApp is not delivered. The team files sender IDs per country before launch.
6. Finance reads billing by Meta market: Nigeria is its own market, Kenya and Ghana fall under Rest of Africa.

## What are the common mistakes?

- **Treating Africa as one market.** Billing, law and sender rules differ by country.
- **Assuming Kenya or Ghana has its own rate.** They share the Rest of Africa market.
- **Ignoring DND registries and time windows.** Nigeria, Kenya and South Africa publish them.
- **Using English only.** French, Arabic, Swahili and other languages convert better where customers read them.
- **Buying lists.** They fail WhatsApp's opt-in rule and the data laws above.
- **Choosing on price alone.** Compare onboarding, inbox and fallback too.

## How to get started in Africa

1. Decide whether you need the API.
2. List countries, languages and use cases with their template categories.
3. Test providers with the checklist.
4. Write consent wording per country and an opt-out process that works across channels.
5. Complete Embedded Signup and Meta verification.
6. Submit templates and set up SMS fallback, including sender ID registration.
7. Pilot in one or two countries with a small opted-in group, watch quality, then scale.
