# Can I send debt collection messages on WhatsApp?

**Short answer:** No. Meta's WhatsApp Business Messaging Policy lists debt collection, payday loans, paycheck advances, peer-to-peer lending and bail bonds as prohibited, whatever licences the business holds. Ordinary non-promotional account reminders from a utility, telco, subscription business or B2B supplier are a different case. Lenders should confirm eligibility with Meta's policy before building a flow.

## What is prohibited and what is allowed?

| Use case | WhatsApp | Note |
|---|---|---|
| Debt collection, payday loans | Prohibited | Named in Meta's policy |
| Utility, telco, subscription reminders | Allowed with consent | Utility template, non-promotional |
| B2B invoice reminders | Allowed with consent | Send invoice number and link |
| Bank or lender reminders | Check policy first | Meta decides enforcement |

## What should you do instead?

- Use SMS or email for lending and collections, subject to local law.
- Keep WhatsApp reminders non-promotional, because an offer or upsell risks reclassification to Marketing.
- Send a payment link; never ask customers to reply with a card or ID number.
- Honour opt-outs and hand disputes to an agent.

## Do collection laws also apply?

Yes. In the US, Regulation F applies to debt collectors as defined in the FDCPA, not to creditors collecting their own debts, and requires an opt-out notice in electronic communications. Rules differ by country, so check with counsel.
